台灣過去近二十年的產業變化中，「西進中國」絕對是台灣產業發展最重要的一環。台灣自1991年解除對中國投資的限制後，產業的外移改變了台灣的產業結構，中國去年最新普查，在大陸設廠並長期定居的台商，估計30多萬人，若再加上其他常住大陸的台灣人，包括台商眷屬、學生、台流、非正常營業之台企留守者、純移居人士等，若將常態往來者也概算在內，號稱「百萬台商」。

到2012年上半年為止，上市櫃公司對中國投資的家數持續增加， 已經有六一三家投資中國，比重將近八成， 如果扣掉部分財務不佳、或是法規有限制的公司，幾乎是能去的都去了。 一家企業的西進，即意味著90~95%的台灣員工終將失去工作，這也是台灣失業率一直居高不下，以及薪資接連倒退的主因。另方面，這50萬~100萬台商、台幹及台眷原皆是台灣社會結構最核心的中產階級，其之外移，同時也將消費質量帶出台灣，造成台灣境內消費、廣告等內需市場之大幅萎縮。

但擺在眼前的事實，就是中國與台灣已從互補轉成競爭，過去從台灣進口的半成品，中國也陸續自行生產，中國這一年多來投資過剩，許多產品殺價競爭，台商成為最大的受害者。台灣陷入出口衰退、實質薪資倒退及物價一路走高的苦果，最後還是硬要全民吞下去。

最具爭議的則是台商西進造成之資金大幅外流，再加上中國對於資金外流的嚴密控管使得資金去多回少。根據「金融管理委員會」統計，單是2010年1~9月，台灣上市(櫃)公司對大陸投資金額累計即1兆8, 800萬元新台幣，相當於一年785億美元，顯然台灣資金西進中國，金額甚為龐大無比。

美國總統歐巴馬在競選時的演說：「只有強化製造業，才能面對新世紀的挑戰。」來說明美國目前所採行的措施， 而且就目前的情況看來，隨著中國勞工成本的節節升高，這都將變成一個長期的趨勢。當其它國家體認到製造業才是強國富民的根本時，更沒有資源、更沒有科技優勢的台灣，卻是在繼續鼓勵製造業的出走，而沒有想到台灣的薪資水準不斷倒退，其關鍵點就在於製造業的不斷出走，造成台灣的產業空洞化。

當所有經濟數字都顯示，中國過去的外銷出口優勢已經面臨挑戰，可能因此陷入危機時，台灣想的卻是如何更緊密的與中國綁在一起。同為亞洲國家的日本在幾年前就開始在東協各國佈局，南韓則在磋商多年後，已經與美國簽訂FTA，並且積極向歐洲叩關，在外銷歐美的佈局上已經佔有顯著的優勢。但是台灣呢？在這樣的危機中，台灣將未來全部押寶在中國的內需市場上，風險是多麼的高。如果中國真的爆發經濟危機，那中國的內需市場也一定會大幅衰退，這時孤注一擲的台灣就會被綁在這條沉船上，一起完蛋。

台灣人口僅及開發國家5千萬標準的一半，要完全仰賴內需獨立生存有其困難，立足小國，台灣該看齊的對象不是中國、不是日本，而是丹麥、瑞典、荷蘭等小國。這些小國有個共通點，那就是重視研發、重視國際交流、重視多語教育，並在政治上與商業上和多個強權交流以保護自己不被一方併吞。

兩岸因語言、文化幾乎相同，因此技術、資金的流動恐怕一發不可收拾，因此台灣政府應限制資金技術西進，並與日本、歐、美等經濟體建立密切關係。台灣政府不應該拘泥於「國際貿易至上」的思維，應發展能增加就業機會的產業，例如再生能源，都可以開始著手規畫，如此一來即使面臨全球經貿的風險衝擊，還能夠保有自給自足的空間。

若未能在國際競爭對手不斷超越台灣、威脅兩岸，以及於過度集中西進嚴重威脅台灣自身命脈與兩岸經濟整合之間，尋求智慧性的平衡點，如何面對內外挑戰，確保台灣的經濟穩定，進而維繫兩岸經濟的長存共榮，顯然已是兩岸刻不容緩的重要課題！
