【於慶中／綜合外電報導】一支不到一分鐘的街邊側拍短片，這幾天上遍英國各大媒體。

這段影片據說是在英國林肯郡的波士頓所拍，光天化日下，一對全身赤裸的男女站在二樓窗邊激情做愛，完全不考慮路人可以清楚看到，據傳這段影片就是當時在路邊的一群學生中的一人所拍，拍攝者還在自己上傳的影片下方留言「致歉」，「因為實在太High了，所以拍得有些晃動，不好意思」。

  歷經3年諮商，「台星經濟夥伴協議」終於在11月7日簽署。政府官員喜上眉梢，媒體也慰勉有加；連平日質疑貿易自由化者也都噤聲不語，顯然是默然接受。的確，在國內政經事件紛擾不斷、內閣施政鬱悶無比之下，台星協議終究簽成，算是暗夜中的一盞燭光。特別是2004年原有望簽成的這個協議，一蹉跎下竟然悠悠過了十個年頭，令人感到歲月的無情與台灣的停滯，也凸顯了協議的彌足珍貴。

  這個協議之所以重要，在於新加坡是東協十國中貿易自由化的領頭羊，其他會員國通常會觀察新國的行動來避免政經風險；和新國簽署後，其他會員國自然會跟隨腳步，逐一和我國簽署。因此，「攻下」這個灘頭堡顯示政府不會將台灣經濟「鎖進中國」，當然可喜可賀。

  其次，新國是「泛太平洋夥伴協定」（TPP）4個創始會員國之一。我國亟欲加入這個高目標的經濟整合協定，擴大和泛太平洋國家的經貿連結以分散風險。和新國簽署貿易協定，對目前以美國為首、正在諮商TPP擴大協定的12個國家而言，不啻發出極重要的訊息：台灣有強烈企圖心，要接受高目標的貿易規範，達成全面貿易自由化。如此，TPP的現有諮商國將會認真面對我國的要求，讓台灣成為該協定下一波開放加入的目標之一；而台灣也有絕佳的機會，避免經貿邊緣化的風險。

  然而，在祝賀協議簽成之餘，我們也感到憂心－政府宣示將以「堆積木」的方式，和TPP成員逐一簽署協議，達成2020年完成加入TPP的目標，這真有成功的機會嗎？其實，台灣和新加坡同屬亞洲四小龍，被國際視為先進經濟體，諮商貿易協定不難，因為新國關稅基本上是零（只有六項商品課稅）而台灣關稅率也低。該協議居然談了三年，就在於新國期待這是一個更高品質、服務市場大量開放的協議。顯然，我國政府相關部門並不同意，乃至延宕多時後，得到的也只是服務市場些微超越世貿組織（WTO）承諾的協議。

  在立法權高漲、民眾動輒嗆聲的「台式民主」之下，各部會採取保守作法的心態可以理解。然而，既然高舉加入TPP的大纛，卻又簽出一個僅有少量額外開放的貿易協定，輕易放棄和一個小型經濟體「練兵」服務市場開放的大好機會，反而可能讓TPP諮商國懷疑我們貿易自由化的決心。行政院既有高度自由化的理想，卻放任各部會堅壁清野、死守「四行倉庫」，將導致未來加入TPP更加困難。

  此外，官員、媒體和公會有意無意宣稱，這協議將有助於台灣進軍東協。其實，除了新國免除了關稅的少量酒類以外，其他台灣產品的貿易待遇和現況無異；台灣所有產品也不可能透過新國轉往其他東協國家，因為除非在新國生產，否則拿不到「原產地證明」。即使質疑者經常誇大貿易協定的負面影響，堂堂正正的政府卻不該誇大正面的效果。

  當然該祝賀台星經濟夥伴協議的簽署，但TPP可還有一段漫漫長路！

【大陸中心／綜合外電報導】法國國際廣播電台報導，青海藏區果洛州班瑪縣阿什瓊寺年僅20歲的僧人次仁傑11日自焚，他是今年9月以來第一位自焚的藏人，由於他自焚時正值三中全會期間，因此更加敏感。

當地藏人說，次仁傑自焚是為了追求六百萬藏人的自由，希望達賴喇嘛回到西藏。次仁傑在當地時間下午大約5點半自焚，被當地警方送往醫院。因傷勢嚴重，再被轉送青海省會西寧的大醫院治療。

當地約200人前往醫院希望帶回次仁傑，確保他不會受到虐待，但警方並未讓這些藏人探訪次仁傑。法廣稱，2009年來的藏人自焚人數已增為122人。
