馬英九就職六周年，上午在中國醫藥大學舉行周年記者會，回應民進黨提出修憲、增加立委席次，並改為內閣制。

他說，上次修憲也是民進黨的提議，而且是民進黨的林義雄，用苦行方式懇求大家支持，現在時間還不到十年，蘇貞昌原來主張減半、現在又說要恢復，很好奇民進黨有沒有問問林義雄的意見。中華民國90年代進行7次修憲，將憲法中很多與台灣情況不協調的部分，都做了修改。修憲是很大工程，憲法精神在穩定，遵憲與行憲的重要性不會低於修憲，他認為有問題應該透過釋憲、法規修改，而不是動不動修憲，修憲必須慎重，否則易引起社會不安。至於總統制、內閣制、還是半總統制，哪個好他沒有定見，各國實施狀況也是優劣互見，要看國情是否合適，有些國家合適不一定適合別國，李登輝總統修憲確立雙首長制，是否修改應謹慎評估取得共識。

此外，面對媒體提問瑞士洛桑管理學院國家評比，指出我國政府決策不穩定，我國被評比為第13名，連續三年退步。馬總統說，改革在方法上、時機上都有檢討空間，他會虛心檢討，未來還有兩年，仍會繼續推動改革，不會因為現在有阻礙就放棄，畢竟我是人民選出來的。接著馬總統話鋒一轉批評，國際也很少看在野黨只要靠一招－霸占發言台，這會期已經41次，使得少數服從多數、多數尊重少數的民主政治無法落實，他說，「無論總統制、內閣制，若霸占主席台制繼續下去，將無法解決問題。」

今天是馬英九總統就職六周年，他到中國醫藥大學和青年座談，一群大學生靜坐在學校入口處大廳，另一群國道收費員自救會成員在學校對面舉抗議標語，要求馬英九總統下台，抗議者在大雨中穿雨衣，大批員警圍成封鎖線，防止他們情緒激動衝到總統車隊前，直到中午馬英九離開現場，未發生衝突。

昨日本報報導農委會主委陳保基憂心老農津貼暫行條例修正草案被立院卡關不審理，影響農民權益，也增加國家財政負擔。農委會副主委胡興華今天表示，老農津貼暫行條例修正條例需要立法院衛環、經濟、內政三個委員會聯席審查，但今年1月8日第一次召開聯席審查會議後，就被立委提復議案凍結，農委會近期將再與各黨團立委協商溝通，希望能盡快審查通過實施。

胡興華表示，立委提復議的理由認為，已經加入農保者不要受15年限制，但從事農業時間較短者，本就不應和長期從農的農民領一樣的老農津貼。這些人修法後雖暫時不能領老農津貼，但未來從農滿15年後仍可以領取。
