美國國務院前亞太助卿康貝爾今天發表專文指出，中國大陸意圖改變東海與南海現狀，有違美中關係穩定；日本安倍政府也該克制，瞭解軍國主義歷史的敏感性。

歐巴馬政府「亞洲再平衡」政策的重要推手康貝爾（Kurt Campbell），在歐巴馬訪問亞洲前，於外交事務（Foreign Affairs）雜誌發表「遠東承諾，華府為何應聚焦亞洲」長篇專文，說明美國應持續以亞洲為重。

康貝爾指出，中國大陸意圖改變東海與南海現狀，畫設東海防空識別區，美方必須對中方清楚表明，改變現狀的行為、與建立美中穩定關係及大陸國家主席習近平提出的新型大國關係並不相符。

他認為，美國資深官員近期公開質疑中方擴張領土訴求的適法性，並警告勿在南海畫設防空識別區，是正確的方向。

至於在日本方面，首相安倍晉三希望帶領國家走出經濟陰霾，重塑尊嚴與影響力；康貝爾指出，華府應持續敦促東京當局克制，瞭解日本軍國主義歷史的敏感性，安倍早前參拜靖國神社雖強化政治基本盤，但國際代價甚高。

康貝爾表示，此舉除了引起華府關切，加深與南韓的嫌隙，中方更拒絕與安倍政府對話。

不過康貝爾支持日本自衛隊改革，在區域與全球安全擔任更活躍的角色。他指出，這將面臨北京將此舉定位為重新解釋日本憲法與軍國主義再起的文宣攻勢，但日本的作法合理，早該進行。

此外，他建議美方應對日本與南韓兩個盟國投注更多政治資源，強化日韓關係，這有助於處理北韓的強大威脅。

「華盛頓郵報」報導，在鄰國烏克蘭情勢緊張之際，波蘭國防部長西莫尼亞克表示，美軍地面部隊將會奉派至波蘭，擴大北大西洋公約組織（NATO）在當地的部署。

西莫尼亞克（Tomasz Siemoniak）18日告訴華盛頓郵報，相關細節已擬妥，波蘭將在美國支援下扮演重要區域角色，此計畫可望於下週宣布。

西莫尼亞克又說，美軍地面部隊也可能進駐波羅的海國家，以致力加強北約在中歐和東歐地區的部署。

與此同時，五角大廈發言人海軍少將柯比（JohnKirby）表示，正在考量一連串措施，增強在歐洲的海陸空戰備。

各位C++大神們，小妹真的是走投無路只好來這裡發問了，因為我問教授教授沒時間理我、上美國C++論壇問得不到答案、我沒一個朋友會C++，所以只好來這裡以點數方式希望能得到個解答...

以下是我自己寫得非常簡單的計算平均數的程式，請問如何把這個程式重寫成OOP型態？
不好意思內容都是英文，因為我是在美國上的課，只是真的快被搞瘋了，我完全不知道要從何開始，所以希望有人能把我這個程式重寫成OOP讓我參考，因為我後續還有一堆程式沒貼上來，之所以來發問只是想有個範例讓我參考。
