DNS 是域名解析系統(Domain Name System) 的縮寫，它就好比一本巨大的電話簿，記錄著每一個 web 站點的 IP 地址和域名。如果這個電話簿出現局部錯誤，人們就無法正常使用一部分 web 站點，如果電話簿出現全局錯誤，網際網路世界將陷入徹底的混亂。因此說 DNS 擁有左右網際網路世界平衡的能力毫不誇張。
鑰匙持有人
因為 DNS 如此重要，網際網路名稱與數字地址分配機構 ICANN（The Internet Corporation for Assigned Names and Numbers）決定以分散權限的方式管理 DNS，以保證沒有任何國家，個人或其他利益集團能夠獨立的操縱 DNS。ICANN 在全球範圍內選出 7 名網絡安全專家作為鑰匙持有人，7 人來自不同的國家，身份背景各異，每個人持有一把真正的鑰匙。每把鑰匙能打開一個保險箱，每個保險箱裡有一張智慧卡，7 張智慧卡同時作用能夠生成一個主鑰匙，也就是進入DNS 核心的權限。
