【許麗珍／台北報導】台電自2008年實施的「電費折扣獎勵節能措施」恐有變動，台電副總李鴻洲表示，「電費折扣獎勵節能措施」實施5年半以來節電效果不彰，因此內部正研擬可擴大民眾參與同時有更好的節電效果的新方案，新方案會透過抽獎擴大民眾參與，但不一定會取消電費折扣，目前新方案尚未定案，但先將該措施名稱修改為「節能獎勵措施」，但電費折扣的內容完全不變。

李鴻洲表示，實施5年半的「電費折扣獎勵節能措施」，初期的節能減碳效果不錯，但內部目前研擬是否有更好的節能辦法，新方案會採用更多元的方法，擴大民眾參與，可能會訂定頻率、額度或門檻，但目前修正活動辦法還在內部研擬，之前台電官網公告2月底停止辦理「電費折扣獎勵節能措施」，是因為同仁在新方案未確定前就不小心公告出去，此部分是內部疏失。

李鴻洲表示，因為之前的「電費折扣獎勵節能措施」，「電費折扣」用詞會讓民眾誤解與《電業法》有關，因此名稱先修改為「節能獎勵措施」，統計「電費折扣獎勵節能措施」實施5年半，補助對象包括社區公共設施、國中小學用電，只要當期用電量成本率為零或負成長，流動電費就可獲95折至8折不等的折扣，此措施5年半讓台電少收約400億元的電費。

【黃馨儀／台北報導】寒假到，台北市、新北市各區圖書館自1/18起推出一系列愛台灣的閱讀活動，有作家劉克襄教你如何在傳統市場買菜，及作家廖輝英與你分享台灣女性小說，各區分館圖書館還規劃「土地關懷」、「傳統行業」、「臺灣文學」、「在地食材」四大主題展覽。
 
另外，新北市立圖書館及各分館，逢周六日放映《雞排英雄》等電影，民眾可免費觀賞。而且，民眾只要持圖書館核章的「閱讀學習護照」，於2/5~10台北國際書展期間，至世貿中心三館活動區服務台，就能兌換精美紀念品。
