（軍聞社記者蔡宗恆臺中二日電）參謀總長高廣圻上將今日視導國軍高山、寒災救援整備及陸航部隊，慰勉官兵辛勞，強調執行任務應以安全為第一考量，並以前瞻思維規劃人才招募、培育與訓練，並落實裝備維保，進而提升國軍整體戰力。

　高總長上午由國防部相關聯參陪同，前往陸軍特戰訓練中心武嶺基地聽取任務簡報與進訓班隊受訓概況，實地瞭解官兵生活設施，並指示幹部需做好生活照顧，注重防寒措施與熱食供應。

　高總長肯定第五作戰區依「預置兵力，立即救援」的指導，於武嶺基地預置CM25裝甲運兵車，要求官兵執行孤困旅客撤離、物資運送、道路破冰及故障車輛拖離等緊急救援時，務須注重人員與車輛安全，確保任務執行順遂。

　隨後，高總長一行轉往陸軍航空602旅視導，針對近期重大任務提出工作指導，指示面對未來的換裝任務，應縝密完成人員編組、訓練計畫與後續維保作為，並強化人才招募與提升現役官兵留營意願，拓展專業人力資源。

　此外，高總長要求單位落實通信保密措施與作業安全，持續強化官兵體能訓練工作，積極留用技術嫻熟、經驗豐富的優秀官兵，進而充實基層人力資源，厚植國軍整體戰力。

　高總長同時提醒各單位應運用集會時機，持恆教育官兵謹守兩性平權分際與規範，建立正確法紀觀念，健全部隊營規管理，營造團結和諧的工作環境。

（軍聞社記者陳建興臺北二日電）針對中共日前逕自劃設「東海防空識別區」軍事舉動，國防部長嚴明今天表示，國軍除依政府「東海和平倡議」指導，採適切之處置，致力區域穩定和平外，另嚴正表達我防空識別區範圍不予改變，對進入我防空識別區之不明機、艦，採「不畏懼、不迴避、不示弱」立場應處，確保我國空防安全。

　國防部長嚴明上午出席立法院外交及國防委員會報告「中國公布東海防空識別區之影響及因應作為」並備質詢，他強調國軍捍衛中華民國主權立場堅定，將依政府政策指導，加強戰備整備工作，提升整體作戰能力，確保國家永續發展。

　部長指出，中共軍事武力崛起後，國防力量持續向外延伸，日前宣布劃設「東海防空識別區」，已引發日、韓與美等國抗議，雖其對外宣稱是為減少空中飛航誤判事件，劃設此一空域，實際上目的已將維權範圍向東延伸，展現向外擴張的前推戰略，戰術預警及反應縱深。

　部長說，中共藉防空識別區劃設，與日、韓及我國現行之防空識別區重疊，將加大與各國航機接觸機會，除易肇生空中飛行器誤判外，另因預警時間縮短，亞太各國需調整空中兵力部署因應。

部長表示，針對中共「維護領土主權」完整，以及美籍機、艦高強度偵巡作為，不排除中共未來將接續劃設「南海防空識別區」可能性，以做為中共聲索主權依據；對此，國防部會繼續掌握狀況，作妥當的應處。

　部長強調，國軍依政府「東海和平倡議」指導，在現行防空識別區範圍執行空防安全任務，不因中共劃設「東海防空識別區」而有任何改變，並持續加強我國防空識別區內情、監、偵作為，掌握海、空動態，強化預警應變機制。
