1.來源連結:聯合新聞網 http://money.udn.com/mag/house/storypage.jsp?f_ART_ID=299321 2.內容: 地質敏感區開發 設兩關卡 2013/11/12 【聯合報╱記者劉俐珊／台北報導】 地質敏感區開發評估，不再只是紙上談兵。經濟部地質調查研究所表示， 已修正地質法相關規定，未來位於地質敏感區的開發案，將強制要求完成 基地地質調查和地質安全評估。 地調所今年修正「地質敏感區基地地質調查及地質安全評估作業準則」， 相關官員說，以往苦無法源，地質敏感區內開發案的前置調查、安全評估 並不嚴謹，加上大部分地方政府未明確管理，「處於灰色地帶」，因此著 手修法。 官員指出，修法前後最大區別是，未來位於地質敏感區內的開發案，基地 地質調查、地質安全評估兩道關卡，業者不能再迴避，「就非做不可了」 。 何謂地質敏感區？官員舉例，目前地質敏感區共四類，分別是地質遺跡、 地下水補注區、活動斷層和山崩和地滑地區等，從今年起為期5年， 將分 批畫定敏感區範圍。 官員表示，畫定時將避免「重疊管理」，以免「一區兩制」，民眾無所適 從。 舉例來說，全台已有21處自然保留區，如：淡水河紅樹林等，已由農委會 林務局管理，就不再另行規範。 官員說，各類敏感區範圍畫定，將由專家學者組成的審議委員會討論通過 才會拍板，目前已通過的地質遺跡為基隆大華壺穴、新北市十分瀑布等。 至於其他類別，地下水補注地區今年首畫定濁水溪沖積扇、活動斷層為車 籠埔，未來擬再納入旗山、池上等斷層地區；山崩與地滑地質敏感區則是 以縣市為單位，今年畫定台北市，明年將新增新北、屏東和台東。 3.心得或感想: 無。 -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 211.74.79.132

國際能源總署（IEA）表示，美國在頁岩油產量大增之際，將在2015年超越俄羅斯成為全球最大產油國，並在未來20年接近能源自給自足。

IEA在今天發表的「世界能源展望」（World Energy Outlook）年報中表示，隨著耗油增加16%，原油價格將在2035年漲到每桶128美元，支持美國緻密油和巴西產油翻兩倍的發展。IEA預測，石油輸出國家組織（OPEC）的作用將在下個10年中葉恢復，原因是其他國家難以複製北美開採油頁岩的成功案例。

IEA今天表示：「美國穩定邁向到2035年以國內資源滿足所有能源需求，但這不代表全世界瀕臨石油豐沛的新時代。輕質緻密油（LTO）撼動未來10年，但更長期仍不動如山。」

美國頁岩油產量飆升，有助於這個全球最大耗油國實現20年來最高能源獨立水平，為非洲和中東供油中斷提供緩衝。頁岩油榮景威脅到OPEC的12個會員國收入，在利比亞政治動盪和奈及利亞盜油之際，OPEC產量正處於兩年來最低點。

根據這份報告，美國在運用水平鑽井和水力壓裂開採北達科他和德州岩石和頁岩層之際，將在2015年趕過現為全球最大產油國的俄羅斯。這份報告表示，美國產油將在2020年後達到高原期，將在2030年代伊始喪失產油冠軍寶座。

IEA首席經濟學家比羅爾（Fatih Birol）今天在倫敦表示：「我們不認為這股趨勢將在2020年代後持續下去。產量將進入高原期，然後因輕質緻密油資源基礎有限而降低。」

根據美國能源情報署（EIA），美國原油產量在10月18日結束當週增至每天789.6萬桶，為1989年3月以來最多。

根據IEA這份報告，全球石油需求將擴增1400萬桶，於2035年達到每日平均1億100萬桶。IEA表示，由於非常規供給成長，常規原油所占比重將在那段時期末尾降到6500萬桶。

國民黨全代會前天通過「黨籍總統兼任黨主席」案，恐有規避黨主席負責選戰操盤責任疑慮。台北市長郝龍斌今天備詢時表示，十九全決議所追求的是黨政合一，但不表示不需負選戰成敗責任。

郝龍斌說，若明年七合一選舉五都輸三都，或者是選的非常不好，黨主席過去該負什麼責任，屆時也就要負什麼責任，黨主席當然負選敗成敗責任。
