食安問題爆發後，總有食品大廠強調不知原料有問題，民進黨立院黨團幹事長高志鵬今天表示，將提案修法，要求具一定規模的廠商，負起檢驗食品原物料及添加物的責任。

針對也捲入此波食安風暴的味全、統一等大廠，高志鵬召開記者會指出，以市占率來看，味全占7.89%，統一更占了24.51%，幾乎已經占了台灣食品市場的四分之一，這些大廠也有自己通路，還有研究中心，有檢驗能力，替消費者把關；龍頭企業不該在食安問題爆發後，高呼自己也是受害者，將問題推給原料商。

他說，依消費者保護法規定，業者應對違規造成消費者受害負連帶賠償責任，因此將提修法，比照消保法「無過失主義」，廠商不能再推責任給上、下游，且部分大廠自己也有實驗室和檢驗室，應研擬讓一定規模廠商負起檢驗責任，實質把關。

民進黨立委葉宜津說，現行食品衛生管理法第8條第2項規定，「經中央主管機關公告類別及規模食品業，應符合食品安全管制系統準則」，但2000年扁政府開始至今，僅公告水產、肉類加工、餐盒等三個食品業適用，馬政府更僅公告乳品加工食品業一項，衛福部應儘速將高風險、國人大量食用的類別強制納入。

衛生福利部食品藥物管理署今天公布追查銅葉綠素鈉流向，發現陸仕企業股份有限公司幫7-11代工的一款涼麵，也違法添加銅葉綠素鈉。不過，陸仕公司今晚強調，該公司在去年六、七月間曾幫統一超商代工生產「抹茶涼麵」，不慎誤用到銅葉綠素鈉，該公司也是受害者。

陸仕表示，該公司只短暫製造兩、三個月的抹茶涼麵，自此以後就不再生產綠色的麵條，也未再向億元進貨。此外，該公司生產的愛麵族系列，並沒有添加銅葉綠素或銅葉綠素鈉。

陸仕一名經理指出，當時億元供貨單註明是「葉綠素kc」，該公司從來不知它就是銅葉綠素鈉。至於這批「抹茶涼麵」的數量有多少？他說，詳細情形已向新北市衛生局說明。

【李忠謙／綜合外電報導】俄羅斯總統普丁今天接受南韓媒體採訪，表態支持南北韓統一，但「只能通過和平途徑，並考慮到朝鮮半島南北的利益」。而且普丁認為兩韓統一後，俄羅斯與韓國的交往與合作將不再受限於政治問題，將達到「一個新的高度」。

南韓國際廣播電台今專訪普丁，他認為無論兩韓民眾的政治觀點如何，「內心都在考慮可能的統一」，但「不能強加任何東西，否則取代積極結果的將是破壞性的進程」。普丁也很看好兩韓統一的正面影響，他說：「如果考慮到合作伙伴的利益，這個進程可能是非常有建設性，而且可能對全球政策、區域安全以及地區經濟帶來非常正面的結果。」
