針對瘋狗浪於9日吞噬8條人命，東北角風景管理處12日邀集地質、氣象及救災專家，下午2點半將重返鼻頭角地質公園會勘。

東北角風景區管理處副處長劉士銘表示，包含台大地理系教授林俊全、海洋大學海洋環境資訊系教授董東璟、龍洞灣海洋公園潛水總教練尹德成，12日下午將到事發現場的步道會勘，盼能找出未來因應措施，避免再有憾事。

【中央社╱台北12日電】東北角國家風景區9日發生瘋狗浪奪8命意外。交通部觀光局檢討安全管理，局長謝謂君今天下午將到事故現場會勘。

謝謂君昨天除同意東北角暨宜蘭海岸國家風景區管理處處長許正隆調離原職外，也向交通部長葉匡時自請處分。

謝謂君承諾，兩週內針對7個岸型國家風景區的安全管理，全面總檢討並提出對策。

謝謂君下午也將赴東北角發生事故的鼻頭海濱礁石區，就安全管理先做會勘。他說，未來會用更嚴格的標準做管制。

食品安全事件頻傳，北市府為鼓勵民眾檢舉黑心廠商，訂定「窩裡反條款」。只要經衛生局公告為特定重大案件，檢舉獎金由原本百分之五，提高至百分之十，最高可獲得一百五十萬元；企業內部員工舉發者，更增加至百分之五十，最高獎金高達七百五十萬元。

北市府表示，本月十四日將「台北市檢舉違反衛生管理法規案件獎勵辦法」修訂條款送議會備查，即可實施。

至於離職員工是否也適用「窩裡反條款」，獲得罰鍰半數的獎金？衛生局長林奇宏表示，市府無意挑起企業內部勞資雙方或管理方面問題，因此僅適限企業內部員工舉發。

【何哲欣／台北報導】國民黨立委黃昭順上午質詢說，食品安全問題連環爆，民眾已對食安沒信心，行政院應比照婦女權益促進委員會，成立一個食品安全權益促進委員會，且現在大家都希望檢察總長黃世銘知所進退，可以把黃世銘調過去當主委，「他監聽的功能還不錯，可以幫大家把關」。

行政院長江宜樺答詢說，行政院目前已有消費者保護會、食品安全會報，都由副院長召集開會，且會邀請學者專家討論，這兩個會的召集人，都必須是副院長，層級才夠高。

【張麗娜／台北報導】民進黨前主席蔡英文上午出席「2013台灣投資高峰論壇」，以「台灣經濟發展新思維及新模式」為題發表演講。蔡說，當前兩岸各自都處於經濟轉型升級的關鍵時刻，台灣從上一世紀出口導向的經濟發展模式，進入21世紀仍沿襲此一模式，但面對全球化趨勢及2008年金融海嘯後世界經濟的巨大變局，台灣經濟發展已遭遇到嚴厲的挑戰，其中除短期景氣循環因素外，以下五大結構性問題更構成台灣經濟長期發展的制約因素，必須嚴肅面對並有力地因應克服。

這五大結構性問題包括：一、經濟成長模式無法持續；二、產業轉型遲緩及投資不足；三、兩岸經貿發展問題日益浮現；四、台灣經濟邊緣化危機；五、經濟公平及永續發展問題。蔡說，面對迥異於過去、紛至沓來的新挑戰，無論是企業或者是政府，皆須創新經濟思維，找出新的應對策略，發展新的經營或政策模式，才能打開出路。
