國際刑警組織與聯合國環境規劃署正合作打擊盜獵象牙與濫伐森林的環境犯罪行為，本周在肯亞奈洛比邀集了500位全球各地執法人員與保育專家齊聚研商，希望藉由專家意見，共同打擊這種逐漸興盛的盜獵歪風。同一時間，美國政府也宣布，下周將銷毀過去25年來沒收將近6噸的走私象牙。

聯合國環境規劃署初步統計，發生在全球的盜獵動物、非法輸出有毒廢棄物及濫伐森林資源等行為，一年就造成當地社區數十億美金的經濟損失，其中盜獵象牙仍是各國亟欲打擊的組織型犯罪之一。在中國經濟起飛中產階級漸多後，間接助長了盜獵象牙歪風，估計2011年已有1萬7千多隻大象死於盜獵者之手。

「國際愛護動物基金會」指出，中國海關在本周破獲了2個負責從非洲走私象牙到中國的犯罪集團，市值近1億美金。非洲坦尚尼亞政府也宣布，稍早在其國內3名中國貿易商的家中，起出706支象牙，人贓俱獲。該基金會主席丹尼斯表示，「全世界的人民都相當憤慨，只為了少數人的利益，犯罪集團就取走大象、犀牛、老虎與其他野生動物的器官。」

根據統計，去年約有3萬隻大象被殺，是過去30年來最高的紀錄，盜獵犀牛角也創下了歷史新高，最終市場仍是中國，因為在中國部分地區，象牙價格每磅可賣到1千美金（約台幣2.9萬元）之譜。

根據聯合國環境規劃署執行主任史坦納表示，目前盜獵猖獗的國家都沒有充足的調查人力，因此他希望透過這次會議，設法解決人力不足的問題。

肯亞過去也積極與國際刑警組織合作，該國司法部長穆伊蓋表示，雖然肯亞大象數量目前在增加，但盜獵仍令人相當擔心，他說，「我認為今年已有190隻大象與35隻犀牛被殺，去年共有29隻犀牛被殺，從數據來看，危機似乎已經來臨。」

「火箭人」羅希這次不再挑戰美國大峽谷、橫越英吉利海峽、或與B-17 轟炸機在空中並肩飛行，而是挑戰日本最有名的聖山富士山。上個月底開始，他利用自製的飛行裝，成功飛越富士山次數多達9次，他事後表示，壯觀的富士山讓他印象深刻。

年逾半百的羅希，過去曾在挑戰飛越歐洲與非洲海峽時失敗，不過，隔年他再度飛越巴西上空，證明他寶刀未老。

已經54歲的羅希（Yves Rossy），一輩子最愛挑戰極限，2004年開始，他便以自己研發的火箭裝，橫越過英吉利海峽、瑞士阿爾卑斯山與美國大峽谷，甚至與飛機並肩飛行，這次完成日本富士山飛行之旅後，他對記者表示，「堅持夢想，別人認為不可能的事，你也絕對可以做到。」

羅希這次所使用的火箭裝，飛天速度可達306公里，最高可飛上3657公尺高空，總飛行時間足夠讓他在天上翱翔15公里；讓他可以到處飛天遁地的火箭裝，是他自己利用碳纖維與4具噴射引擎研發而成，這次他選擇到日本挑戰富士山，成功在富士山上飛行高達9次，每次長達10分鐘，事後他說，「相當令人讚嘆，山的造型相當完美，裏頭還有火山，空中與地下美景都有了。」

羅希自製的火箭裝是從飛機噴射引擎改裝，重量約58公斤，機翼由碳纖維組成，他從瑞士空軍退役後，曾分別擔任瑞士航空與瑞士國際航空波音747駕駛，不過他表示，自己還是最喜歡背著自己的火箭裝飛行，因為這種感覺跟在駕駛艙內受到限制的感受截然不同。

喜愛冒險的羅希，並非每次都嘗到成功滋味，他2009年挑戰飛越區隔歐洲與非洲大陸的直布羅陀海峽時，受天候影響，讓他不幸「墜機」落海，所幸傷勢並無大礙。

隔年他跌破眾人眼鏡，重出江湖，從一架直升機上跳出，在巴西里約熱內盧市區上空盤旋，不僅讓當地民眾驚呼連連，也讓人見識到他不畏挫折，勇於追逐夢想的勇氣。

他的火箭裝激勵其他公司跟進，包括紐西蘭馬丁飛行器公司，目前已獲得紐西蘭民航局同意，讓駕駛員測試該公司研發的火箭裝，最快年底前可以正式推出。

中國在今年9月公布《關於加快發展養老服務業的若干意見》，並預計明年要大力推行以房養老政策，希望能盡早因應龐大的老年人口問題。之前北京、南京、上海曾先行試辦類似的政策，但成效不彰。

中國國務院今年九月發佈《關於加快發展養老服務業的若干意見》，為預計明年推出的「以房養老」的相關政策提前作好準備。內容包括六項主要重點：發展城市養老設施、居家養老服務網絡、加強養老機構建設、提升農村養老服務、擴大養老服務消費市場、發展醫療與養老的結合。

中國的「以房養老」政策和台灣現行實施的一樣，即希望年長者可以將屬於自己的房子透過抵押給銀行或保險單位，以換取固定生活的年金，過世後的房屋產權將屬於給發年金的金融機關。

根據中國經濟網消息，北京、南京、上海等城市的個別金融機構曾自辦類似業務，但效果都不大。由於金融機構將會承擔大部分的風險，包括房屋的品質可能不佳，未來房價可能會下跌。另外則是因為中國住宅用地的使用權只有70年的年限，之後房屋產權恐由國家收回。導致不敢貿然推行。

北京市政府擬改用「租房置換」的方式來進行，即在產權不變更之下，通過出租房屋獲取租金，並利用該筆收入來入住養老院。試圖減少金融機構所面臨的風險。

南京在2012年4月，公布《南京市老齡事業發展第12個五年規劃》及「以房養老」政策，這是南京官方首次明確表態，鼓勵相關政策推行。但根據中國現代快報調查，因為政策設計上有缺陷，導致民眾大多仍以賣房來支付養老院的費用，政策推行明顯遭遇阻力。

根據中證網報導，上海曾試推「住房自助養老」。老年人可以將自有產權的房屋出售給上海市公積金管理中心。出售房屋後所得的金額，在扣除相關的交易費用後，可全部由老人自由支配使用，並可選擇在有生之年仍居住在原房屋內，但此政策並沒有在社會上引起太大反應。

據中國民政部統計，現在中國面臨棘手的老年人口問題。預計在2013年底的時候，60歲以上的老年人口將高達2億人，約占總人口數的13%。並且之後將以每十年成長一億人的速度來增加。

【葉婉如╱台北報導】台視、三立、東森偶像劇《回到愛以前》今天舉辦特映會，姚元浩、魏蔓、王思平等都到場參與，網友覺得車禍戲中姚元浩躺在魏蔓胸部上磨蹭太久，姚元浩解釋說：「我不是故意的，因為劇中當時瀕臨死亡，一方面要講台詞，一方面要吐血，沒想那麼多。」魏蔓則說：「因為最心愛的人都快要死了，所以我不會在意動作親不親蜜。」

王思平在劇中又飾演心機女，不免讓人覺得腳色和過去重複，她說：「不會，而且這次角色跟過去不一樣，與魏蔓是同父異母；希望演完這部戲後，大家叫我反派女王。」
