福懋油等上市櫃公司捲入油品風暴，金管會主委曾銘宗今天早上在立法院表示，這段期間，所有上市櫃公司假設交易有異常，證交所都會分析交易對象、資金來源等，都會進一步查證。

立法院財委會今天邀請相關部會首長專案報告自由經濟示範區，對於福懋油股票異常交易，曾銘宗在會前表示，已請證交所分析，這段期間交易有無正常，有無涉及非法交易情況，也會跟檢調機關充分配合。

他表示，這段期間不針對那家，所有上市櫃司假設交易有異常，都會分析交易對象、資金來源等，都會進一步查證。

此外，對於保險法修正案公聽會何時召開？曾銘宗說，本周不可能，一定要到下周，下周金管會一定會找出時間召開，由他親自主持。

1.來源連結:聯合新聞網 http://udn.com/NEWS/OPINION/OPI1/8276320.shtml 2.內容: 抑制炒房的根本之道 【經濟日報╱社論】 2013.11.06 03:28 am 台灣地窄人稠、寸土寸金，先天即已具備不動產易於炒作的條件。今年第 2季最新統計顯示，台灣房價所得比已逾八倍， 超過泡沫化所訂的六倍標 準；首都台北更以12.4倍的水準，獨占全台鰲頭。儘管房產是普羅大眾眼 中的「奢侈品」，台灣仍有66萬餘人坐擁三棟以上的房產。「多屋」是「 多金」的同義詞，也與炒作脫不了干係，因此立法委員主張，要進一步穩 定房價，即需對多屋者課徵「囤房稅」，從源頭壓制炒房慾望。 依據國際貨幣基金（IMF）的研究， 稅賦是造成房價不當飆漲的原因之一 ；但同時，抑制房價不當上漲的方法，也要靠租稅。以台灣為例，因為買 賣及持有房產的稅負長期偏輕，炒房暴利驚人，卻無牽制藥方；直到2011 年6月開徵特種貨物及勞務稅（奢侈稅）， 對出售持有二年內的不動產， 加課10%到15%的交易稅後，一日三價的房市亂象，才得以遏制。奢侈稅經 驗證明，課徵得宜的稅制，用於穩定房市，確實十分顯著。 「囤房稅」的構想，與奢侈稅相近。只不過，奢侈稅是就短期買賣行為， 加課特別稅；「囤房稅」則是瞄準持有者，在握有房產期間加重課徵房屋 稅，握有愈多房產的人，愈是重稅上身的對象。財政部認為，奢侈稅能夠 控管短期頻繁交易帶動房價上漲的現象，那麼對囤房者持有房產的行為加 稅，亦能迫使投機者釋出多餘房產以平抑房價，同時澆滅其不斷買房囤積 的慾念。 現行房屋稅並沒有「囤房稅」的機制，唯有針對不同用途的房屋，訂有不 同稅率的差別。其中，自住房屋採單一稅率1.2%為最低；其餘類型房屋則 訂有上、下限，授權地方政府決定。出租供住家用的房屋稅率界於1.2%到 2%之間，目前各縣市均訂為1.2%，與自住房屋相同，顯不出差別。財政部 打擊囤房的做法，即是祭出增撥補助款的「蘿蔔」措施，鼓勵地方主動調 高非自住房屋稅率，藉此區隔自住與非自住的不同，並使一屋與多屋者承 擔輕重有別的納稅義務。 但是，台灣不動產稅制的缺失，自始就不在稅率，而是偏低的稅基，調高 稅率縱使可行，亦非治本之道。以房屋為例，課徵房屋稅的稅基為評定現 值，由地方政府每三年公告一次，目前約只達市價的七分之一。值得注意 的是，評定現值不只用來課徵房屋稅，它同時也是契稅、印花稅、所得稅 、遺產稅與贈與稅的稅基。由此可知，調高房屋評定現值的威力，絕對可 以數倍於稅率，也唯有調高稅基，才能對房價產生牽一髮動全身的成效。 「囤房稅」構想固然是好，也是抑制炒房的可行配套。不過，期待由地方 政府自行調高非自住房屋的房屋稅率，難免流於不切實際。政府若有心處 理台灣嚴重失衡的房產稅制，仍需從根本下手，特別是調整稅基要比稅率 來得有效且務實。財政部有責任主動召集地方政府，要求地方政府全面性 檢討房屋及土地包括評定現值、公告地價與公告現值的合理性。房產稅基 明顯偏離市價的縣市，除了祭出蘿蔔，更要用上棍子，視其配合度增減中 央統籌及補助款。 同時，現值的調整基期，關係反映市價的速度，間距不宜過長。目前房屋 評定現值每三年調整一次，便是拖累現值追不上房價的原因之一，應比照 土地公告現值，縮短為一年至少評定一次。健全稅基之後，再求稅率合理 化，多屋者非供自住的房屋稅負，應高於一屋自住者，可行做法是由中央 修法拉高法定下限稅率，而非被動交由地方政府自行調整。下限稅率提高 ，代表稅負自動上升，具有直接加稅的效果。 台灣房價飆漲除拜貨幣寬鬆政策、游資充裕所賜，房產稅基偏低的加持， 更是投機需求如野火燎原的關鍵。美國量化寬鬆政策已醞釀退場，房產泡 沫危機正在上升，修正房產稅制此時不做，更待何時。 3.心得或感想: 新聞內容很長，摘要一下：抑制炒房的根本之道是先把「房屋評定現值」 每三年調整一次改為每年評定一次，調高稅基 ；然後針對多屋者非供自住的房屋由中央修法 拉高稅率下限。 -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 59.104.122.217
