立院交通委員會4日針對高鐵只補償部分路程的票價表達強烈不滿，高鐵董事長歐晉德回應，將改為依規定全程補償，但仍與立委提案的內容有差距。立委管碧玲、葉宜津與魏明谷遂提案通過，由於高鐵一年內發生2次事故，高鐵接駁的應變機制仍舊慢半拍，事後還刁難旅客退費事宜，要求交通部應「慎重考慮」撤換航發會官股代表─高鐵董事長歐晉德。

立委痛批，高鐵針對11月2日跳電事故，只賠償受害旅客部分車程票價，要求應該全程賠償，並比照4月25日的停駛事件賠償一張全程免費的兌換?。但歐晉德認為，4月是全面停駛，2日是部分路程可行駛，只能接受補償一張全程半價兌換?，並表示他必須對股東負責。

管碧玲反駁，歐董是為人民負責的官股，卻總站在維護股東的利益上，部長為了歐董已快保不住官位了。

歐晉德解釋，有關11月2日的停駛事故，高鐵已對當天搭乘11點16分至下午13點39分系統全面恢復正常前的班次旅客，照規定補償退票：抵達終點站的時間被延誤1小時以上，則全程退費補償；延誤半小時到1小時之間，全程退半價補償；半小時以內者，不補償。此外，搭此時段的旅客，不分延誤時間長短，另加贈一張全程半價兌換?，受理補償時間是一年內都可辦理。

但立委們認為高鐵不該依規定，而是全應額退票，並要求交通部應要求台灣高鐵公司於3天內，公告比照今年4月25日的停駛事件的賠償，加贈一張全程免費兌換?，而非半價，以彌補旅客時間延誤之損失。

管碧玲指出，高鐵提供早鳥票優惠，但大部分民眾很難預估未來2到3個月的旅程，反而是讓黃牛票者與旅遊業者受惠。因此交委會提案通過，交通部應盡責要求高鐵公司，將早鳥票分實名制與非實名制，以實名制購早鳥票者，可以退票；以非實名制購買早鳥票，不得退票。

「高鐵提出早鳥票時未留意到會有黃牛票與旅行業者壟斷問題，」歐晉德回應，並同意此提案，將再對早鳥票做更完善的規劃。

管碧玲也質詢高鐵董事何時能對票價提出具體調價措施，而不是只用優惠方式，歐晉德說，會盡量在11月底提出讓民眾安心的票價方針。管碧玲則表示，11月底前將不處理交通部預算案。

立院交通部委員管碧玲、葉宜津與魏明谷通過提案要求撤換歐晉德，由於高鐵繼4月25日高鐵大停駛後，11月2日高鐵又出現跳電事故，高鐵接駁機制仍舊慢半拍，事後更故意刁難旅客退費，因此要求交通部應慎重考慮撤換航發會官股代表、高鐵董事長歐晉德。

會說有年代不是舊到黑白 還是爸媽小時候的卡通之類！ 而是跟身邊朋友提起都沒有印象的 一部我也印象模糊只記得幾個橋段的卡通 ---------------正文分隔線------------------- 卡通大致上是這樣的 有個博士發明了一支茶壺 卻被壞人搶去了 而那支茶壺可以用來穿越時空 還會講話 然後每一集就這樣穿越來穿越去 好不歡樂 有大大可以神到這卡通的片名嗎？ 我好懷念，但印象依稀卻想不起來！ 題外話：以前有部衛視中文台重撥到爛掉的“天空戰記”就是穿什麼“甲胄”的打來打去，但是重播那麼多次為什麼似乎我對結局是完全沒印象？？有神可以告訴我結局是三……是怎麼一回事嗎？ -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 115.82.114.221
