【王烱華／台北報導】對於外傳總統馬英九10月1日到台中金典酒店參加世界台灣商會聯合總會年會時，馬隨扈的右手都腕纏著紅色的「保命帶」，退役特勤人員透露，紅色保命帶即是「可隨時開槍」，國安局長蔡得勝上午在立法院中否認，強調是「識別帶」，也不會開槍。

立法院外交國防委員會上午聽取「國安局2014年度施政計畫及收支預算案報告」時，立委蔡煌瑯質疑馬隨扈帶保命帶，是一條長長的紅色魔鬼粘，出勤前要纏繞在右手腕上，若遇到緊急狀況要開槍，可以辨識敵我，「免得打傷自己人」。蔡煌瑯強調，丟鞋子裡面沒有磚塊，最多只有穿過的臭襪子，「不要丟個鞋，就被特勤槍殺!」

蔡得勝強調，國安局特勤中心在執勤時有許多不同的識別方式，紅色的魔鬼粘只是一種「識別帶」，以辯別敵我識別，不會亂開槍。

【國際中心╱綜合外電報導】位於英國漢普菌的「波爾頓斯主題樂園」(Paultons Park)，為慶祝30周年，推出徵文比賽遴選雲霄飛車試玩員，11歲的亞當威爾敘(Adam Willsher)從300名參賽者中脫穎而出，當選試玩員。

他在父母、哥哥與弟弟陪伴下，試玩近60種雲霄飛車，並在樂園網頁分享心得，園方還讓他走入控制室，踩上路軌檢查，深入了解雲霄飛車的運作過程。

相當樂在其中的威爾敘，試玩後也不忘拿出記事本寫下心得，他表示：「這個經歷很奇妙，決定長大後要設計一個屬於自己的主題公園。」

財政部針對103年度歲入預算，共編列1兆3645億元，較102年度預算數1兆3608億元，增加37億元。立委許添財在立法院財委會質詢指出，今年編的歲入，可否用一句話來形容一下？是不是很慘不忍睹？財政部長張盛和回答說，「歲入成長趨緩」，但還沒到慘不忍睹這個地步，會維持舉債上限不要超過國內生產毛額(GDP)38%。

張盛和上午赴立法院財委會進行「財政部主管103年度施政重點及預算編列報告」，並備質詢。他在報告時指出，102年度截至9月底止，財政部主管歲入累計實收數1兆5.99億元，分別占法定預算數1兆3607.65億元及分配預算數1兆809.15億元之73.53%及92.57%。張盛和表示，今年已釋股總計441億元，而課稅收入則少了90億元。
