【蘇聖怡／台北報導】立法院院會上午國是論壇中，食安問題仍是朝野立委關心議題。國民黨立委紀國棟指出，六成民眾贊成衛福部長邱文達下台，但下台不能解決問題，他說，過去有女立委展現參選決心，把一頭美麗秀髮剃掉，因此他呼籲：「若這次食安不能解決，邱部長應痛下決心，鬍子把他剃掉。」在官員席上的邱文達聞言微笑回應。

立委廖正井要求，應嚴懲黑心商人，百倍奉還。他說，「高董事長沒有良心，天理不容，最可愛的孫子也吃到棉籽油，你看怎麼辦？」他呼籲，應儘速比照洪仲丘案，以最快速度修法，提高黑心商人罰則，以重傷害罪一罪一罰。

民進黨立委陳歐珀則是拿著「憂油卡」詢問，馬總統跟大統董座高振利是何關係？為何馬以南會去替工廠開幕剪綵，他也呼籲馬以南曾傳過簡訊的委員，再拿出大是大非的精神，敦促馬以南勇敢表態與高振益關係，給全民交代。

【陳冠穎／綜合外電報導】日本瑞穗銀行高層提供黑社會不當貸款，瑞穗銀行在今初步決定，將會有超過30名的高階主管遭受懲罰，據了解，社長佐藤康博雖不會被免職，但將會遭罰6個月薪資，而董事長塚本隆史將會下台。

瑞穗銀行內部其實在2010年12月就發現這個問題，但一直未採取任何措施。據日本媒體報導，瑞穗銀行過去2年多以來，透過消費者信貸公司，共向黑社會成員提供230筆貸款，總額逾2億日圓（6000萬元台幣），部分已經成為壞帳。

【李英婷／台北報導】民進黨立委趙天麟今舉行記者會指出，國內團體赴廈門旅遊，必至「家瑞華中國絲綢」進行購物行程，日前他接獲受害人蔡志政指控，7月初赴廈門旅遊時，採購3套蠶絲被、共花10幾萬元，使用後全身開始發癢、起疹子的現象，因而將蠶絲被送檢驗，結果被內竟一條蠶絲都沒有。

與會的觀光局副組長陳瓊華表示，兩岸互有消費者糾紛相關協會與監管單位做為對口，因此會整資料後將要求中國加強查緝；而針對台灣旅行社部分，依國外旅遊定型化契約規定，若旅遊行程有安排購物，應於契約中載明；且若貨價與貨品有不當之處，旅客得於購物後一個月內請旅行社協助處理，因此相關單位將依規定查處。

不過，趙天麟痛批，蠶絲被購物行程是每團都會去，假如一團30人至少過半數會購買，一人花費10萬元，購物金高達150萬元，領隊約可拿7成回扣、約100萬元；但根據旅行業管理規則、領隊人員管理規則，最多開罰7萬6千元，「更何況觀光局至今未開出一張罰單。」為達到嚇阻效果，趙要求，相關單位立刻查處、開罰，且修法將罰鍰提高、罰則從嚴，只要旅行業安排團購劣質品，嚴重者可撤銷營業執照。
