《蘋果》報導，警方表示死者張明賀（四十八歲）昨上午與同事外出巡邏，還有說有笑，看起來好好的，返回隊部後，告訴同事「我先去抽菸，再交槍」，下午一時五十一分許，方姓替代役男（二十五歲）走到隊部地下室，驚見張男趴在血泊中，手槍掉落身旁，救護人員趕到時已死亡。

張的弟弟協助調查時一度崩潰，痛哭哀號。張的姊夫與長子均表示，死者與同事相處愉快，但常抱怨業務過重、工作壓力大。死因仍待調查。

美國共和黨眾議員努尼斯（Devin Nunes）今天表示，眾院共和黨議員將嘗試提出一項新財政折衷法案，將聯邦舉債上限提高至明年2月7日，並提供政府經費至12月15日。

這位加州選出的眾議員告訴記者，眾院這項新計畫將不包括先前要求的延後實施醫療器材稅，但將對總統歐巴馬的健保改革增添一些新修訂。

眾院共和黨領袖原先提出的方案，在閉門黨團會議未獲得足夠支持，無法在眾院推動。共和黨領袖原先表示將在今天表決這項方案。

眾議院議長貝納（John Boehner）在閉門會議後告訴記者：「關於往那個方向走有許多意見，我們尚未就確切要怎麼做做出決定。」

眾院共和黨本身一片混亂，令人質疑眾院能通過什麼法案。眾院保守派議員在茶黨（Tea Party）議員支持的驅動下，要求修改歐巴馬招牌健保法，做為任何預算協議的一部分。

參議院民主黨黨鞭杜賓（Richard Durbin）稍早表示，參院調高舉債上限和重開政府的協商今天暫停，直到貝納制訂可在眾院推動的財政計畫為止。

參院民主黨第二號人物杜賓說，貝納先前提出的計畫立即遭到白宮和民主黨人拒絕，而使得參院兩黨協商窒礙難行。

杜賓告訴記者，參院共和黨領袖麥康奈（Mitch McConnell）正在等待貝納傳達接下來要怎麼走的訊息。

他表示：「麥康奈正在等候貝納的決定，貝納正在等待黨團的決定。」

白宮發言人卡尼（Jay Carney）稍早表示，參議院在結束財政僵局的談判正取得進展，但是「我們此刻距離達成協議仍很遙遠」。

隨著調高舉債上限的最後期限即將在17日來臨，白宮希望參院提供化解危機的途徑。

卡尼告訴記者：「我們受到我們所見到的參院進展鼓舞，但是我們此刻距離達成協議仍很遙遠。」

白宮已拒絕眾院共和黨今晨提出的新方案，稱其中提出的要求有如「勒贖」，並表示較支持參院民主與共和兩黨議員協商中的法案。

白宮發言人布倫達治（Amy Brundage）表示，這項方案「出於黨派之私，只圖討好共和黨內一小撮茶黨成員，就是他們造成政府停擺」。

陸委會15日晚間決定，由於大陸浙江新增1例H7N9流感確診病例，因此將當地列入黃色旅遊警示區域。若民眾有意前往當地，須注意加強自我健康照護。

大陸浙江省新增1例H7N9流感確診病例，疫情指揮中心已將該省旅遊疫情建議調升為第二級警示（Alert）。陸委會也作出因應，調整旅遊警示燈號。

陸委會提醒，H7N9流感病毒持續存在環境中，其傳染威脅仍未解除，仍須保持警覺。民眾前往大陸地區，仍應注意自我健康照護，保持勤洗手、戴口罩的衛生習慣，勿任意碰觸與餵食鳥禽，避免至有活禽之傳統市場，食用禽肉及蛋類務必煮熟；返國後，如出現發燒、咳嗽等症狀，請立即戴口罩就醫，並告知醫師旅遊史。
