小弟第一次在棒球版發文，也許是個廢文...請大大多見諒 這也許現在四隊執行不是這麼恰當，但也許當第五第六隊加入可以討論一下 記得在以前職棒有六隊時，有些隊伍可能是個萬年爛隊，一直無法翻身 即使墊底也只有一個狀元，但棒球多一個球星也許也不這麼容易改變很多 如果一個球隊如果爛到底，例如上季墊底，下季也墊底， 正所謂金狀元或金觀念(很可笑我知道，我也笑了)是否可以在一二輪 甚至三輪有第一選擇權呢?或是優先選擇優秀旅回台的球星， 不失三輪選秀而照S型選法?當然這還有基本要求，第一選秀簽約金要有一定保障 避免台灣魔球這種恐怖片會上映，但這怎麼保障小弟沒概念，有請大大們一起討論~~~ 我想如果第五隊成立被其他隊剝削選球員，是否可以在第二年有個保障， 也許選到球星也有個基本票房起步，不至球團玩不下去，謝謝各位大大指教 -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 66.27.102.110

旭軟電子（3390）今天公布9月營收8,097萬元，比8月減少14.81%，較2012年9月衰退28.51%。

旭軟前九月營收8.74億元，低於2012年同期4.39%；其中第3季營收2.78億元，季增率3.23%。

旭軟上半年毛利率32.93%，稅後純益1.54億元，每股稅後純益2.52元；稅後純益年增率34.28%，毛利率下滑1.52個百分點。

【施旖婕／綜合外電報導】巴布亞紐幾內亞今日傳出有一名父親突然變成「吸血鬼」，把自己的3歲女兒咬死，還生吃女兒的肉和吸血。目前這名父親已經遭到警方逮捕。

當地警方指出，前天母親帶著這名女童一起去探視父親，結果父親突然抱走女兒，並衝進附近一個草堆當中。接著父親從女兒的頸部咬下去，開始吃肉飲血，導致女兒死亡。最後父親還大笑，引來附近民眾注意，並趕緊報警處理。目前警方已將這名父親逮捕。

特偵組檢查官聲請監聽立院0972節費電話的程序有無不法？法務部調查小組出爐後，行政院11日晚回應表示，完全尊重調查小組的報告，並支持將違失者移送檢察官評鑑會評鑑。行政院也說了重話，特偵組檢察官因行政違失，已造成政府公信力嚴重傷害，希望未來引以為鑑。

行政院同時表示，未來行政院將與司法院合作，建立兩院合作平台，從法律面與執行面等面向，檢討現行監聽制度，以杜絕非法監聽。

行政院說，杜絕非法監聽的確必須從制度面著手。由於監聽程序涉及檢察官聲請監聽和法院核發監聽票等面向，業務範圍涉及行政院及司法院，因此，江宜樺日前已和司法院院長賴浩敏會面，達成共識。

行政院表示，自9月28日爆發特偵組於偵辦司法關說案過程，疑似監聽國會總機，江宜樺院長即表示高度重視，責成法務部立即成立專案調查小組，邀社會公正人士，及法務部相關單位代表，徹底調查了解整個事件的真相，以向全體國人交待。

法務部專案調查小組在密集約詢相關人員、調閱案卷資料，並勘查監聽光碟內容後，已於10日完成調查。調查小組成員共識指出，特偵組檢察官聲請監聽0972節費電話的程序並無違法，也非故意監聽國會，是執行過程中有所違失。

調查小組指出，相關人員未善盡職責或監督不周，調查小組建議應移交檢察官評鑑委員會評鑑。行政院對此一調查結果，表示完全尊重。

行政院表示，落實人權保障與杜絕非法監聽，攸關公民社會健全發展，不僅是馬英九總統的一貫理念，也是政府施政所堅持的原則。
