【廖珮君／台北報導】金管會今天表示，第20屆IAIS（國際保險監理官協會）年會，下周在台北舉行，中國保監會主席項俊波，是IAIS執行委員會的委員之一，將率團出席參與本屆會議。
 
據了解，項俊波將在15日下午抵台，17日下午和金管會主委曾銘宗舉行「金保會（金管會和保監會）」，會中將聚焦兩岸保險業相互參股等議題。
 
保險局表示，IAIS會議自10月14日到19日在台北君悅飯店舉行，14到16日是閉門委員會，17到19日是年會。曾銘宗將出席16日晚上的歡迎晚宴，並在17日年會開幕時致詞，前任行政院長陳冲也將擔任議程主講人之一。
 
金管會保險局主任祕書施瓊華表示，本屆IAIS年會將有超過600名來自國內外的保險監理官及保險業者、學者及專家出席，會議主題包括：金融穩定、老年化人口、集團監理、氣候變遷及消費者保護等議題。

【大紀元2013年10月09日訊】近日，浙江省台州市黃巖區長潭水庫大規模洩洪，引上百村民圍捕被衝出的魚。
　　
據大陸媒體8日報導，近日，受颱風「菲特」影響，浙江省遭遇狂風暴雨襲擊。浙江黃巖區長潭水庫自5日起開始開閘洩洪。這是該水庫自2007年以來的首次大規模洩洪。

洩洪中，隨大水一起衝出的有飼養在水庫中的胖頭魚、白鰱魚等魚。魚被衝出撲騰，引來附近上百村民。村民們紛紛拿著捕魚工具、塑料桶等前來捕魚。還有村民自製捕魚工具，從橋上往下撈魚。

【李忠謙／綜合外電報導】美國加州一隻流浪貓因罹患罕見的神經疾病，從小就不良於行，幸好牠獲救後有義工幫牠設計並製造輔助輪椅，這隻可憐的小貓終於能夠走路。

這隻叫做Thumper的貓咪在8周大時獲救，但牠那個時候已經不會走路。經X光檢查發現，牠的脊柱並未受傷，但罕見的神經疾病讓牠的後腿無力。幸好義工熱心製作輔助輪椅，這才讓Thumper一圓走路夢。

政府關門歹戲拖棚，拖累美股8日跳空走跌。此外，隨著債務觸頂大限之日逼近，美債違約風險升高也促使投資人提早獲利了結，並加重市場賣壓，其中NASDAQ指數在臉書、雅虎領跌下受創最重，終場重挫2個百分點，。

嘉實XQ全球贏家報價系統顯示，道瓊工業平均指數跌1.07%(159.71點)至14776.53點；NASDAQ指數跌2%(75.55點)至3694.83點；標準普爾500指數跌1.23%(20.67點)至1655.45點；費城半導體指數跌1.67%(8.27點)至486.82點。       
       
美國政府關門進入第2週，隨著朝野對峙時間拉長，市場緊張氣氛也開始發酵。歐巴馬總統當日致電共和黨籍眾議院議長貝納(John Boehner)，重申不妥協、不談判的立場不變之後發表公開談話指出，國會若未提高舉債上限，美國將面臨經濟大蕭條的風險。

美國財政部評估舉債上限將在10月17日觸頂，而國會預算辦公室則估算，美國債務違約可能會落在22至31日。

即使一般認為美國倒債機率微乎其微，但兩黨僵持不下已引發金融市場動盪加劇。衡量市場恐慌情緒的芝加哥選擇權交易所(CBOE)VIX指數繼前日飆漲16%之後，當日續漲4.8%至20.35。

標普500指數10大上市類股有9個走低，跌勢較猛的電信、原物料與非基本消費類股分別跌逾1.6個百分點。

NASDAQ網路類股指數重挫4.1%，所有81檔成分股同步走跌。此前1日止，該類股指數年線漲幅達49%，幾乎是標普500指數的3倍強。臉書收盤時跌6.7%至47.17美元，雅虎跌3.5%至32.93美元，商務社交網站LinkedIn跌6.1%至222.73美元，商家服務比評網站Yelp重挫7.62%至64.6美元。

百貨公司J.C. Penney漲0.78%至7.07美元，為近8個交易日首度上揚。該公司公佈9月同店營收月增5.8%，儘管還是較去年同期低了4%，但至少業績終於有了好轉的跡象。

美鋁收盤時0.38%至7.94美元，該公司於美股盤後公佈第三季財報，營收、盈餘均優於預期。當日盤後預定公佈財報的企業還有摩根大通與富國銀行。

藥品批發商McKesson漲3.2%至133.72美元，華爾街日報報導指出，該公司收購德國同業Celesio AG的計劃已進入進階談判。
