【蘇聖怡／台北報導】行政院長江宜樺今第五度赴立院進行施政報告並備詢，早上一個小時的國是論壇，幾乎在民進黨立委砲聲隆隆要求下台聲渡過，江宜樺面無表情低頭處理公文。

國是論壇結束後，民進黨立委聚集在發言台前高喊「毀憲亂政，監聽下台」口號，立委邱志偉、邱議瑩拿著「沒有道歉，沒有上台」標語，站在江宜樺位子前，江宜樺依舊自顧處理公文，偶爾抬頭看一下場內狀況。

院會報告事項處理完後，立法院長王金平宣布休息協商。江揆枯坐一上午，目前仍無法上台。

台股昨天雖反彈，惟量能並未放大，月線關卡得而復失，仍屬弱勢格局。

展望後市，多家法人機構認為，美國預算案陷入僵局，而債務上限將於17日接踵而至，恐增添市場對第4季經濟復甦動能、金融市場穩定疑慮；且外資在台股現貨部位由買轉賣，且期貨部位買黑賣紅，多空舉棋不定，對行情看法偏向觀望，並未顯示任何多方訊號。

因此，預期台股仍將延續弱勢整理格局，逢高不宜介入過深，選股上宜以題材次族群為主，包括蘋果概念股受惠iPhone 新產品銷售優於預期，加上將發布iPad系列新品，相關供應鏈皆可望受激勵。

此外，挾併購題材的相關個股，如仁寶收購華寶，連帶激勵集團內個股如仁寶、華寶、金寶等表現強勢；而有機會由中信金或國票金收購的台壽保亦以漲停作收，可留意溢價空間與合併綜效進行投資。

【王家俊／台北報導】國慶籌備委員會下午在內政部舉行記者會簡報規劃內容，依照大會手冊，總統馬英九與擔任大會主席的立法院長王金平將會面或比鄰而坐至少80分鐘。國慶籌委會秘書長、內政部政次蕭家淇在記者會上說，10時30分總統致詞前，大會主席王金平會進入總統府邀請馬總統到現場，馬接著致詞；接著會有活動觀賞，因為總統很重視，會在現場觀賞到11時40分，接著恭送馬總統回府，均依往例辦理，位置、順序、時間、流程均未更改。

蕭家淇也說，有關邀請6位政黨主席，目前只有兼任國民黨主席的馬總統、新黨主席郁慕明兩人到場，其餘在野黨主席沒有要出席。
