宇昌案 監院︰蔡英文違背職務

昨通過糾正行政院及經建會
〔自由時報記者陳璟民／台北報導〕監察院調查「宇昌案」，認定前民進黨主席蔡英文擔任行政院副院長時，明知跟Genentech（基因科技公司）洽商的合作條件、投資金額等，與時任閣揆的民進黨主席蘇貞昌核定的授權談判條件相差甚鉅，仍逕予核准，明顯違背職務；時任經建會主委何美玥則冒用簽給宇昌案申請國發基金投資核准的憑證，進行撥款，因此，監察院昨天通過糾正行政院及經建會，未能善盡監督、管理等責。
本案始於二○一二年總統大選期間，民進黨總統候選人蔡英文，被對手國民黨馬英九陣營質疑未利益迴避，蔡及其陣營駁斥為政治抹黑、選舉奧步，結果特偵組查無犯罪事證，去年八月中旬簽結。
不過，監委葉耀鵬、馬以工、馬秀如、李復甸仍立案調查，認為國發基金未經行政院專案核准就投資宇昌公司，且投資範疇改變也未陳報首長，行政院、經建會沒有做好監督及管理，都有不當，監察院財政經濟、司法獄政聯席會議昨早通過糾正並公布調查報告。
救馬？ 監委︰不知會爆發政爭
外界質疑監察院此舉遭疑圍魏救趙，幫馬英九總統涉毀憲亂政發動政爭轉移批判焦點，葉耀鵬說，本案八月中旬定稿，原擬九月四日提出，但排不進議程，當時不知會爆發政爭。
葉耀鵬表示，尊重特偵組簽結，監察院是就行政部分作調查，國發基金前後有六個專案，閣揆簽准就可以投資，宇昌案是其中之一，一般案件必須有技術審議、財務規劃等，宇昌案憑一紙Ａ４公文就核定投資兩千萬美元。
他坦言，本案只提糾正，沒有彈劾，是因聯席會議認為「有疏失，未達違法程度」，其實「我們也一直找」，「真的是沒有」，大家絞盡腦汁，不放過，也不濫於彈劾，尺度拿捏，盡量保持超然。
但李復甸表示，監委查證宇昌案的東西比特偵組更多，將把調查結果移送法務部，調查釐清是否涉及犯罪。馬以工質疑，宇昌案是蘇貞昌專案核准，卻未經完整審查程序，就由國發基金投資，「惟未見正式公文」。

TVBS民調馬英九贊成罷免達45% 創新高

記者邱明玉／台北報導 現任立委，也是前台南市長許添財，今（3）日上午在民進黨立委陳唐山 、前立委尤清 、蔡同榮以及台北市台南同鄉會代表等多人的陪同下，在立法院民進黨團舉行記者會，許添財表示，希望能爭取黨中央徵召他代表民進黨參選明年台北市長。 許添財說，不少朋友勸進他，挾著台南經驗來參選台北市長，經過45天的考慮，他打算積極爭取黨中央能鄭徵召他，他也會先參加黨內初選。 許添財表示，台南同鄉會將在10月19日週六中午，在萬華華中橋下舉行〈1019南北逗陣會添財〉，承辦六百桌的募款餐會，表達力挺他的決心。 對於外界質疑，他身為台南立委，決定參選台北市長，是否要先辭立委？許添財說，戶籍遷移並不影響立委資格，而且立委服務是全國性的，他不會辭職。 至於外界質疑他已經70幾歲了，參選台北市長會不會太老？許添財反駁說，不要做年齡鬥爭，年齡不是問題，能力才是問題，他勇於接受挑戰，另外有人質疑他連台南市長初選都選不上，還要參選台北市長？許添財說，有時候是民調問題，也有不同的時空、心理因素，他也樂於接受黨內初選的挑戰。
