國防政策轉彎 大二膽不撤軍

行政院研擬開放金門大二膽觀光方案，國防部原準備全部撤軍，將當地防務交由海巡署與警政署，但此舉引發立委憂心，國軍在拒敵前線出現怯戰的印象。據指出，層峰目前已拍板指示，國軍將精簡兵力，繼續駐守大膽、二膽島，島上將設軍事禁區，局部開放部分海岸供觀光用。政府也邀集國防部、海巡署與交通部，研議開放大二膽島周邊水道的可行性，在海巡有效監控下，讓申請有案的大陸觀光船通行。
大、二膽島擁有國軍堅守陣地、擊敗共軍重要戰史，但金門縣政府為發展觀光，今年希望國軍開放仍為軍事陣地的大二膽，並要求國軍充當觀光活道具，行政院從中協調，國防部索性決定撤出大二膽守軍，決定將防務交給海巡署與警政署。
但消息傳出後，包括國民黨籍立委林郁方等多人都表態堅決反對。林郁方說，只有打敗仗的軍隊才會退怯，大二膽是國民政府撤守台澎對共軍難得打勝仗的地方，現在卻只為滿足金門縣政府讓大陸客上島觀光的目的，國軍就要全部撤走，讓陸客佔領大二膽。他認為，這個政治效應很強，將會給中共傳達國軍士氣潰散、無力防守重要島嶼的感覺。
據證實，此事近期經國安單位衡酌兩岸政治效應，已由層峰拍板，要求國軍精簡駐軍兵力後，繼續駐守大、二膽島，但島上將劃設軍事禁區，僅開放具有觀光價值的海岸提供觀光，讓觀光客不會接觸到駐島的國軍部隊，不影響國軍戰備。觀光客登島則由警方加以管制，海域管制由海巡署執行。
據指出，為活絡周邊海域觀光，交通部將邀集海巡署、國防部，研議開放大二膽島周邊水道、開設觀光水道的可行性，讓有申請的陸籍觀光船通行。
