【洪振生/屏東報導】屏東縣昨天深夜因為上游水勢突增，造成台17線佳苳羌園二號橋附近排水溝泛流，警方因此封鎖當地交通，目前當地水勢只剩10公分左右，交通安全無虞。

今天清晨一場大雨下得又快又急，水位迅速上升，不過雨勢未持續太久，直到目前屏東地區天氣處於多雲狀態，羌園附近雖還有積水，但台17線雙向可行車。

【綜合報導】北京朝陽區一社區住處，上周五晚有十多名男性被指聚眾淫亂，遭警方帶走時，多名男子僅穿內褲。其中3人已被警方行政拘留。

《新京報》報導，據鄰近的住戶表示，當時10來個警察進入事發住所，從裡面帶出了10幾名男子。3輛警車裝不下，後來又來了一輛。警方整個行動花了一個多小時。社區的保全更指，警員在現場搜出兩包類似是裝保險套的盒子。

有知情人士爆料，平時常常會看到，幾個穿著花綠的男子，勾肩搭背進入社區。他們穿著打扮比較前衛，戴著耳環。

今天是德國國會議員選舉投票日，秋高氣爽的好天氣適宜出門。柏林街頭比起一般星期天人潮多些。只是，多數民眾是逛街，而非出門投票。

進選務所投票的人稀稀落落，倒未必是選民投票意願不高，而是不少選民在1個星期前就把圈好的選票寄給選務單位。上屆德國國會選舉的投票率是70.8%。

德國實施選民通訊投票多年，許多選民都利用這項制度上的便利，早早的就登記了通訊投票。估計今年的6180萬選民當中，約有1000萬是登記透過郵寄投票。

在德國，週日基本上是不開市的。也許是為了激勵民眾出門投票，柏林的購物中心、百貨公司和咖啡屋今天都開店營業。在商業街上與購物中心比鄰的區公所也因為設了投票所而開放。不過，相形於提著大包小包的購物人潮，區公所裡只有三兩位登記投票的選民，顯得特別冷清。

兩位結伴走近區公所的六旬婦人聽說遠方的台灣對德國大選也感興趣，非常驚訝。不願透露姓名的白髮婦人說她是退休族，早已把選票寄出去了。到區公所來是好奇，看看多數投票者屬於哪個年齡層。

被問到對選情的看法時，她說，堅信梅克爾會勝選。「因為她領導得很好啊！安安穩穩最重要。只是還不知道她會和誰合作組閣。」

根據選務單位統計，德國高齡選民不少，70歲以上的選民占總數20%，遠多於只占總數3.6%的18到21歲首度有國會選舉投票權的年輕人。

在土耳其裔比例相當高的克魯茲堡（Kreuzberg）區設在學校的投票所，中午時分來投票的選民比較多，包括1名還穿著工作服的土耳其裔清潔工。年紀在40歲上下的哈肯說，他清晨就到另1個區清掃街道，剛下班就趕來投票，「因為要支持選區的土耳其裔候選人。」

柏林的幾處投票所都會見到一同去投票的3、40歲的夫妻。德國人一般不會輕易和別人談個人的政治認同，所以，被記者問道選舉相關問題，回答多半很含蓄。

1對兩年前才從漢堡遷居柏林的夫婦表示，他們猜想梅克爾的政黨會勝選，不過，他們也期望政府能有點改變。

目睹過台灣選舉的情況，或是以美國選戰的盛況來看德國選舉，可能對於四平八穩的選戰和幾乎難感覺出異於平日的投票日感到驚異。曾經有媒體形容，許多其他國家的人到德國觀察選戰，感覺就像吃慣了大魚大肉的人準備來享用德國選舉盛宴，結果發現盤子裡只有清淡的素食。

前副總統蕭萬長率領中華民國工商協進會代表團訪問歐洲，首站抵達荷蘭阿姆斯特丹，趁週末參觀梵谷美術館。梵谷家族後代親自導覽，並宣布將在台展出精選限量浮雕複製畫。

蕭萬長一行於荷蘭時間昨晚抵達阿姆斯特丹，適逢週末，正式的經貿拜會行程於23日起陸續在比利時、德國、法國密集展開。

代表團今天上午參觀阿姆斯特丹著名的「梵谷美術館」，由梵谷之弟提奧梵谷（Theo Van Gogh）的子孫、美術館董事會顧問威廉梵谷（Willem Van Gogh）親自導覽。

陪同代表團參觀的駐荷蘭代表李光章接受電話訪問時轉述，威廉梵谷告訴訪團，梵谷美術館精選5幅畫作，製成全球限量的浮雕畫，將首度在台展出。

5幅畫作包括「向日葵」（Sunflowers）、「豐收」（The Harvest）、「盛開的杏樹」（AlmondBlossom）、「雷雨雲下的麥田」（Wheatfield underThunderclouds）及「克利齊大道」（Boulevard deClichy）。

李光章轉述，威廉梵谷特別在知名的「向日葵」作品前，對蕭萬長說，這幅畫是梵谷替同為畫家的好友高更（Paul Gauguin）而作，有朝向生命源頭的象徵意義，邀蕭萬長在畫前合影留念。

「梵谷經典重現」展將於10月31日到11月21日，在台北的「Bellavita寶麗廣場」地下藝文空間展出，屆時威廉梵谷也會親自來台。

據外電報導，「梵谷浮雕版畫」系列（Van GoghRelievo）全球發行各260幅，台灣取得限量各10幅，每幅要價2萬5000歐元，約新台幣100萬元。
