【大紀元9月21日報導】（中央社記者盧太城台東21日電）台東知本溪北岸，21日晚間因天兔颱風豪雨導致潰堤，有部分民眾受困。警消出動橡皮艇前往救援。

天兔颱風為台灣東部帶來豪雨，知本溪今天下午水位暴漲，溫泉橋也因水位已達警戒狀況，卑南鄉公所21日傍晚宣布封橋。

天兔颱風21日晚間9點中心位置在鵝鑾鼻西南方160 公里海面上，預計22日上午解除陸上颱風警報，下午解除海上警報。除了台東縣大武鄉、金峰鄉、達仁鄉、蘭嶼鄉、屏東縣滿州鄉已宣布22日停止上班上課及金門縣尚未宣布停班停課情形外，其餘鄉鎮正常上班上課。

中央災害應變中心表示，天兔颱風結構完整，水氣飽滿，為台灣南部及東部帶來豪大雨量。至21日晚間10時止，天兔颱風造成全台9人輕傷，都發生在金門地區，因路樹倒塌或騎車被風吹倒受傷。全台共撤離3349人，8萬9896戶因颱風襲台停電，多集中在新竹縣尖石鄉、桃園復興鄉、屏東縣、台東縣市、金門縣等地區。

美國有線電視(CNN)形容天兔是今年以來最強的颱風，中央氣象局在20日上午8點30分發布天兔颱風陸警，預計22日早上解除陸警，中央氣象局表示，天兔颱風強度有持續減弱且暴風圈有縮小的趨勢，適逢大潮期間，沿海低窪地區應防淹水及海水倒灌。
