【王玉樹／台北報導】環保署今發布《開發行為應實施環評認定標準》修正，將全台96個水庫集水區，依水質敏感度分為75個1級水庫（面積佔72%），21個2級水庫(面積佔28%)，1級水庫中各類工廠進駐仍維持需要環評標準不變，但2級水庫則適度放寬，非屬屠宰業、橡膠業等50種表列的有污染性工廠，因為污染環境行為輕微，未來在集水區中開發設廠都可以免實施環評，如麵包工廠、成衣工廠、水產冷凍工廠等都受惠。

【大紀元2013年09月13日訊】（大紀元記者徐翠玲台灣台北報導）文化部長龍應台13日赴中研院，以「從孤獨的筆到國際的光」為題，闡述文化政策。龍應台指出，台灣所有文化產業，前端（創意）非常好，但一進入加值、中介、行銷產業鏈，每個環節都很不健全，連基礎調查、數據都不全，像洪荒初始，必須從頭做文化政策。

龍應台說，蔡明亮電影《郊遊》，得到威尼斯影展評審團大獎，卻感慨地說這麼辛苦的劇情片大概是他最後一部電影。她自己寫《大江大海》，書出版後面臨談電視電影等版權，她很困擾，如果她有專業經紀公司與經紀人，這些事情就不必她自己處理。

龍應台又以中國大陸湖南電視台節目「我是歌手」為例，音樂源頭人才都來自台灣，「但到最後變成工業產品時，都是別人的？」龍應台說，流行音樂如此，出版業、電影業、電視業也是如此，文化部的責任就變得巨大又艱鉅。

另外，2010年（99）圖書出版業收入，90%是實體書圖書，數位出版品只占1.4%。美國出版實體書約87%，電子出版約12.6%。

龍應台表示，文化部面臨的挑戰，數位出版弱得出奇，一定要打強心針；中介經紀人機制完全從缺，沒有中介者可以幫助作者，如果經紀系統很強，出版社就可以把圖書變成漫畫版、電視劇本、電影劇本、網路平台或遊戲，一個源頭可幻化成10種產品。

關於電視方面，龍應台指出，電視劇不是大陸劇就是韓劇，因為買陸劇或韓劇，一集平均只要20萬，自製一集平均要170萬，「業者的選擇是產業結構與市場供需非常現實問題」。而買比自製便宜好幾倍，政策與結構不改變，利之所趨都用買。

台灣愛情偶像劇約占34%，喜劇也是愛情占28%，冒險、犯罪、政治、科幻、美食、動作、推理都掛零。龍應台說，從源頭劇本就「想像單一」，後面產品怎麼跟日韓比？做為決策者一定要從豐富源頭編劇面推出政策。

龍應台表示，從作家、畫家、劇作家、設計師到最後有所成就，中間有非常複雜產業鏈，台灣流行音樂比台灣電影、電視節目還要占更大優勢，流行音樂將是主力推動的文化產業。◇

我有用ROOT大師root了
而且只把Hami,KKbox,導航王這些我用不到的程式刪掉

我開WIFI有搜尋到學校的網路
而且訊號很好
可是就是無法連線
無法取得IP位址
可是我朋友們的卻可以連上
我試著恢復原廠設定
可是還是沒辦法連

為什麼??
是因為我有root嗎??
可是我連其他的網路卻可以連上
就只有學校的無法

是我手機的問題嗎??

市售禽產品被檢驗出不合格案，防檢局今天表示，養殖業者應合法用藥，維護消費者食用安全。

衛生福利部食管署公布今年6至7月份抽驗206件市售禽畜產品，其中有9件不合格（鵝肉5件、鴨蛋2件及貢丸2件）。

行政院農業委員會動植物防疫檢疫局表示，這次殘留藥物中，「氟甲磺氯黴素」及「甲磺氯黴素」均是核准使用藥物，但未核准在鵝及產蛋中蛋禽使用，Azaperon也是准用藥物且訂有殘留標準，但殘留量超過標準。

另外，「氯黴素」為公告禁藥，不得使用，獸醫師及養殖業者應避免藥物不當使用，造成違法殘留。

防檢局表示，在接獲抽驗結果後，已請衛生及農政等相關機關追查來源，目前仍由衛生機關持續追查供應貨源中有4件，已追查到來源牧場由農政機關查辦中有5件。

防檢局將加強宣導獸醫師及養殖業者，應依核准藥品的標示合法使用，避免殘留及維護消費者食的安全。

此外，檢驗結果顯示，大多數國產畜禽產品抽驗合格，消費者多選購經品質認證標章產品。

防檢局重申，核准的動物用藥，皆有使用的對象動物及適應症，業者應遵照各項藥物核准範圍使用，以免不當殘留，違法受罰。

如查獲違反使用規定者可處新台幣3萬元以上15萬元以下罰鍰，另對查獲使用來歷不明及未經核准的動物用藥品者可處6萬元以上30萬元以下罰鍰，1年內再犯者更可處250萬元以下罰鍰。

【綜合報導】俄羅斯中部城市大諾夫哥羅德(Veliky Novgorod)，當地時間13日凌晨3點左右，一精神療養院發生大火，目前已知至少造成37人死亡。

消防人員徹夜打火，順利救出23人，根據初步調查顯示，大火是從一男性病房傳出，迅速蔓延燒光這只有一層樓的建築物，失火原因應是病人在床上抽菸，床墊不慎著火導致，當局已成立犯罪專案小組調查，消防人員表示先前已因安全問題，要求這家精神療養院關閉，在2014年8月前完成遷移，沒想到在遷移前就傳出失火意外，將醫院燒成灰燼。

財政部長張盛和下午宣布，年底前將向行政院提報「財政健全方案」，若無政策主導性，將朝全民釋股方向；政府各部會目前持股市值共新台幣1.7兆元、9800多萬股，數十家公司，應對持股政策全盤檢討。

張盛和表示，他可以「斬釘截鐵」地說，台灣金控有「18趴」政策任務，「絕對不可能釋股」。
