【李姿慧／台北報導】台灣將參加國際民航組織，不過並非以預期的觀察員身分參加，ICAO特開先例和特例，改以「特邀貴賓」身分邀請參加。交通部今宣布，國際民航組織ICAO理事會 9月11日致函交通部民航局長沈啟，邀請沈啟率團以「中華台北」名義及理事會主席的「特邀貴賓」身分，出席9月24日到10月4日在加拿大蒙特婁召開第38界ICAO大會，民航局也已去函表示將組團與會。

交通部和外交部表示，這是42年來聯合國斷交後首度獲得國際組織主動邀請，屬重大進展，也符合有尊嚴的參與，透過出席ICAO大會將可有效掌握國際飛航標準制定的方向，並獲取第1手重要飛安資訊，我國也可進一步強化在區域上管理民航事務能力，並保障旅客飛航權益，意義重大。

至於為何以ICAO首位特邀貴賓身分參加，而非正式觀察員，外交部和交通部表示，根據ICAO議事章程第5條，觀察員有2大類，包括非ICAO締約國身分，但ICAO 191個會員對於認定我國是否為非締約「國」尚無共識。

第2類就是國際組織，台灣也不是國際組織，因此我國以觀察員身分參加尚未有共識，但民航局有實質參與必要性，在友邦和兩岸幫忙下，可以特邀貴賓參加，對民航局來說，觀察員和特邀貴賓身分參與的方式和待遇是相同的，相去不遠，只是名稱不同，以特邀貴賓身分對我國來說，是很好的方式，將持續爭取擴大參與各區域性會議和以觀察員身分參加，可循序漸進來推動。

【王玉樹／台北報導】日本前首相、現任眾議員菅直人昨下午參訪核一廠，聽取台電說明核一在日本福島事故後所進行的核能安全強化措施。台電在他離去後發出新聞稿表示，菅直人對核一廠用過核燃料補水措施、爐心隔離冷卻系統、及備用氣冷式氣渦輪發電機位於高處等改善措施，較福島一廠優良表示肯定。但是晚上菅直人應邀到中正紀念堂反核四五六運動發表演講時予以駁斥，說他只是聽取台電報告一堆福島核災後的設備與安全改善措施，「只是聽取，沒有稱讚。」
由於菅直人到來，今晚反核四五六運動人潮也將往常爆增到千人，連前行政院院長謝長廷都在場聆聽。菅直人表示，世界沒有任何一個核電廠是安全的，尤其台灣位在地震帶上，核四又距離台北只有22公里，如發生核災撤離的災難人數遠超過福島。他最後呼籲「讓世界成為零核世界」，獲得在場者熱烈掌聲。
