原來歐巴馬在等國會的「授權」。歐巴馬發出聲明的當天，白宮部落格就這麼提到：

本句是說：「雖然歐巴馬總統非常清楚需要採取行動，但是他宣佈要尋求國會的『授權』以採用武力。」
句首的while與常用的when很接近，有「當…」的意涵，但是while亦可以有「然而」之意，所以在此句要翻譯成「雖然」，這是while與when的差異之處。
