敘利亞危機峰迴路轉，出現外交解決契機，全球都在等待敘利亞總統阿塞德的政權履行承諾，放棄化學武器。法國今天加入美國行列，延緩揚言攻打敘利亞的軍事行動。

俄羅斯媒體今天報導，俄國官員已將把敘利亞化學武器交付國際監管的計畫送交美國，而美國國務卿凱瑞（John Kerry）和俄國外長拉夫羅夫（Sergei Lavrov）明天就將在日內瓦舉行會談。

美國總統歐巴馬立場趨緩，決定多給外交努力一些時間，他昨天要求國會議員，延後表決是否授權攻擊敘利亞，看俄羅斯帶頭斡旋敘利亞交出化武的行動是否能獲結果。

歐巴馬在白宮向全國發表談話時警告：「現在還很難判定這項提議是否會成功，而且不管達成任何協議，都必須能驗證阿塞德政權遵守承諾。」

他說：「不過，這項方案有可能在不動武的情況下，解除化學武器威脅，尤其是因為俄羅斯是阿塞德最堅強的盟國之一。」

中國大陸今天歡迎轉向外交努力的作法，也讚賞敘利亞表示願意簽署禁止化武的國際條約。

法國與美國站在同個陣線，堅稱還是有可能發動空襲，但必須給予外交努力時間，以期產生結果。

法國警告，如果沒有出現明顯進展的跡象，不會永無止境地尋求外交途徑，這種說法與歐巴馬遙相呼應。歐巴馬也表示，美國配備巡弋飛彈的驅逐艦，將持續部署在攻擊敘利亞的範圍內。

歐巴馬說：「就算是有限度動武，也可以把別國無法傳達的訊息，傳遞給阿塞德。」

聯合國人權調查員表示，關於敘利亞政府軍疑似動用化武的指控，目前無法做出結論。

調查員的報告指出，獨立專家表示，他們接獲了「多半由政府軍發動」的化學武器攻擊指控；但「根據現有證據，無法得知所使用的化學戰劑和發射系統為何，以及發動攻擊者為誰。調查仍在進行當中。」
