我國漁民又被菲國警方扣留，外交部亞太司副司長周穎華說，昨天下午與被扣押漁民蔡波聯繫時，蔡波以台語回答「現在人好好的」，人身安全沒有疑慮，被逮捕時也未被暴力相待。周穎華表示，目前無法證實是否有越界捕魚的情形，在正式報告出爐之前，暫時不會對菲方主張做出任何回應。

行政院會今聽取金管會報告「推動建置創櫃板協助創新企業籌資規劃方案」，提供年輕人另一條創業管道，目標預計在民國103年度登錄的微型創新企業可達70家，籌資金額達新台幣2.1億元。

創櫃板方案參考美國股權基礎群眾籌資平台，提供股權籌資但不具交易功能，目的在提供有創意及發展潛力的微型創新企業良好的籌資平台，藉由公設聯合輔導機制，提供財務、會計、內控、行銷、法制及公司治理等全方位輔導。預計11月底電腦系統建置完成，年底前上線。

標題[討論] 請問定位跑掉的因素
