【晏明強／台北報導】康芮颱風中南部淹大水，多個民進黨執政縣市政府救災及停班停課決策慢半拍也引發質疑，導致中央地方連日來為責任歸屬爭執不休。馬英九總統今在國民黨中常會聽取經濟部及內政部有關颱風水患處置及檢討報告後，他重批，這次會出問題，與預算沒有關係，完全是地方政府該做沒做，才錯過了做判斷的時間，這方面有加強的必要。

馬英九說，內政部主管災害防救，中央都要也有責任，但依據《災害防救法》應是地方負責、中央支援，因為中央不可能每個地方都管，主要是在地方資源不足時給予協助，因此每次有颱風時中央都會與地方縣市防災應變中心協調，這方面已經制度化，只要地方有開設（應變中心），所有的單位包括國軍都會到位隨時支援，他質疑，這次會出問題，就是因為有些縣市，「該開設沒有開設，以致於錯過了做判斷的時 間」，之後想再補救時，就沒有辦法在適當時間，作出停班停課的決定。

對於事後中央與地方為了誰該負責引發的爭執，馬也強調，內政部災害應變中心與地方政府聯繫都非常密切，都有不斷去要求，往來也都有書面證據，「有做沒做都非常清楚，這與預算沒有關係，完全是地方政府警覺性夠不夠，及災害應變是否有完備的考量」。他批評地方政府，這方面還是有加強的必要。

【劉煥彥／台北報導】Sony Mobile周三晚間11點在德國柏林IFA發表頂級防水智慧手機Xperia Z1，預定9月底前將在包括台灣在內的全球主要市場上市。Sony上午在台展示Xperia Z1實機時，並未透露在台定價或是合作電信商等細節。
 
Sony強調，Xperia Z1透過NFC技術將連結Sony的電視、耳機、喇叭、平板電腦及SmartWatch2防水藍牙智慧手錶等3C產品，作為整體Sony消費電子產品體系的核心，且今天在德國IFA將一口氣推出多種3C商品。
