【大紀元9月4日報導】（中央社華盛頓4日法新電）研究公司今天說，在低價手機與新興市場買氣提升的激勵下，2013年全球智慧型手機銷量預計將破10億支。

國際數據資訊（International Data Corp）表示，今年的智慧型手機市場成長40%，到了2017年可能成長到每年賣出17億支。

國際數據資訊說，整體手機銷量將成長7.4%，從2012年幾乎持平的情況反彈。整體手機銷量預計將達到約18億支，其中有超過一半是智慧型手機。

智慧型手機成長是由各種不同因素促成，包括電信業者替高價手機提供補助，尤其是在成熟的經濟市場，以及有越來越多低於200美元的智慧型手機。（譯者：中央社張曉雯）

海巡署昨天中午接獲漁業電台通報，一艘我國籍漁船在菲律賓雅米島4海浬岸際處捕魚；菲律賓水警發現後將船上人員帶回。海巡署表示，目前僅知船長是我國籍蔡姓男子，是否還有其他我國籍船員被帶走尚待查證。

海巡署指出，由於該漁船作業區域明顯是菲律賓領海，因此海巡署只能將此案交由外交部以外交途徑與菲律賓解決。

【大紀元2013年09月04日訊】（大紀元記者吳旻洲、施芝吟台灣台北報導）健保實施17年來，財務年年赤字、虧損逾千億。監委黃煌雄4日提出全民健保總體檢調查報告，指出健保存在嚴重的「三多」問題，且每年重大傷病領證數逐年提高，去年近90萬的領證人數，占納保人口的3.86%，但使用的醫療資源高達1,558億元，占健保總支出1/4以上，沉重的財務壓力恐影響健保永續經營的基礎。

黃煌雄指出，目前全民健保存在「看病多、拿藥多及檢查多」三多問題。看病多方面，是指台灣民眾每年平均就醫次數從1997至2012年（86至101），由13.76次增加到15.12次；而拿藥多部分，是指門診藥費從2001至2012年（90至101），由688.9億元增加到1,185.6億元；而檢查多，則是指民眾使用電腦斷層掃描等特定昂貴儀器的人次與費用逐年增加。

重大傷病領證數逐年增

除此之外，黃煌雄還指出，衛生署（現改為衛生福利部）長久以來沒有積極檢討重大傷病的界定範圍，導致健保實施至今，重大傷病從16項增加為30項。

黃煌雄表示，重大傷病領證數逐年增加，從84年（1995）開辦時的21萬7,960張，增加到101年的96萬1,265張，領證人數為89萬8,975人，占該年納保人口數3.86%，但卻使用高達1,558.43億元的醫療資源，占健保支出的27.56%。

黃煌雄強調，不到4%的重大傷病人口，使用超過1/4以上的預算，而且持續在增加，已對健保財務帶來沉重的壓力，恐動搖健保永續經營的基礎。

不實施健保將國破人亡

黃煌雄指出，「沒有健保會導致家破人亡，不能實施健保會國破人亡」，如健保倒下去，受害者是弱勢人家與窮苦人家，如何保護他們，就是讓全民健保永續經營。

黃煌雄說，一些醫生向他提到，談健保一定要考慮人性，不增加部分負擔，就不知道珍惜醫療資源，因為太方便會導致太隨便，導致不必要的浪費，藥品與診療的氾濫等都會影響健保永續經營，大家有責任共同珍惜。

健保署：符合健保精神

對此，中央健康保險署主任祕書蔡淑鈴則回應，重大傷病人數增加是醫學進步的結果，跟藥物昂貴及新療法有關，都符合健保精神，雖然人數僅有3.86%，但用到27.56%的費用，但這也仍符合健保精神。

她強調，有些重大傷病，因醫學進步可不列入重大傷病，例如癌症，初期癌症透過醫學是可以治癒，因此這些部分目前正在逐項檢討，若醫學觀點可以治癒，未來將可以不納入重大傷病。◇
