監察院今日表示，農委會辦理公糧業務，明知調高公糧收購價格後，將使收購量大幅增加，卻未將公糧倉庫優劣條件及時建檔，導致調撥倉容時欠缺選擇依據，部分公糧倉庫也老舊毀損或挪為他用，財政及經濟委員會4日通過監察委員林鉅鋃、馬秀如提案，糾正農委會。

監察院指出，農委會辦理公糧業務，調高公糧收購價格，導致公糧庫存量大幅提高後，卻未積極制訂有效去化新增公糧的措施，更將部分新收購公糧存放在情況欠佳的倉庫。

此外，公糧倉庫優劣影響存放公糧品質，實際上已有部分不適合存放公糧倉庫，但仍列為A級倉庫，顯示農委會對倉庫分級不符實際需要，流於形式。

遊客成群的故宮，文物複製品、餐飲每年創下驚人商機，不過由故宮消合社承作，卻也引發外界批判「自肥」，立委林佳龍等人今天質疑，日前故宮餐飲服務招標結果公布，故宮消合社獲得優先議價權，質疑消合社參與餐飲及複製品的招標合法性。

故宮發言人金士先表示，故宮消合社參與招標，符合採購法等規定，而且過程可接受公評，9日的議價會依法定程序辦理。

Sony在此次IFA 2013期間公布全新VAIO系列產品，包含螢幕可兩側翻轉的VAIO Flip、類似微軟Surface設計的VAIO Tap 11，以及採21.5吋設計的Tap 21。

Sony在此次IFA 2013期間公布全新VAIO系列，其中包含類似宏碁Aspire R7設計的VAIO Flip，主要透過螢幕後方特殊轉軸設計，除了可以一般筆電使用模式外，亦可將螢幕翻轉至另外一側方向，作為螢幕內容分享，或者將螢幕折合作為平板使用模式。尺寸部分，將分別推出13吋、14吋、15吋三種規格。

而另一款VAIO Tap 11則採取類似微軟Surface設計想法，可透過磁鐵吸附固定的翻蓋式鍵盤保護螢幕，並且對應鍵盤輸入操作，本身亦可透過機身立架站立，以及手寫筆操作。而延續去年在IFa 2012公布的Tap 20，Sony此次在IFA 2013公布21.5吋的VAIO Tap 21，不過提供更清薄的機身設計，方便使用者隨時改變使用位置，並且搭載Full HD顯示解析度規格。

此次公布的三款VAIO系列，均採用類似Xperia Z所搭載Omni Balance設計，並且採用Intel Haswell平台系列處理器。

IFA德國柏林消費電子展尚未開展，智慧手機戰火已開，三星、Sony搶先發表最新旗艦智慧手機Samsung GALAXY Note 3、Sony Xperia Z1，除了拚硬體規格，貼近消費者的實用功能更是兩家廠商強打焦點。

三星自從2011年推出GALAXY Note系列，以大螢幕及筆寫功能引爆買氣，台灣預計今年底GALAXY Note系列銷售可望突破百萬台。而根據台灣GALAXY Note II用戶調查結果顯示，使用者對S-Pen的滿意度高達8成5，因此三星在GALAXY Note 3將S-Pen的應用再強化，藉此加深使用者黏著度。

使用S-Pen操作Samsung GALAXY Note 3時，按下筆身按鍵即可跳出5項功能的感應快捷環，包括可快速搜尋地標、資訊及輸入聯絡人的快捷Memo，以及可同時開啟9個功能視窗的全能窗等；手寫訊息可將親筆書寫字跡以圖檔方式傳送，讓留言更添人情味；全新的S Note增加簡易圖表功能，直接在螢幕上輸入數字或拖拉就可快速繪製多種表格，就連鬧鐘都可筆寫輸入。

Samsung GALAXY Note 3配備5.7吋Full HD Super AMOLED螢幕、雙四核心處理器、200萬畫素前置鏡頭、1,300萬畫素主相機，另外像是3GB RAM、同時具備mini USB與USB 3.0兩種領先業界的接頭。三星獨家Group Play娛樂共享功能，更可將3台GALAXY Note 3串聯成大螢幕播放影片。

Sony Xperia Z1延續前一代超薄防水美型設計，配備5吋螢幕、2.2GHz四核心處理器，主相機大幅提升至2,070萬畫素，並採用27mm廣角G鏡、F2.0大光圈與獨家客製的1／2.3吋Exmor RS for mobile CMOS感光元件，規格媲美Sony CyberShot消費型數位相機。

Sony Xperia Z1也新增多項拍攝功能應用，如可將影片在facebook即時轉播的Social live，拍下影像就能立即搜尋地標、書籍等資訊的Info-eye，2秒可連拍61張照片的Timeshift burst，以及結合擴增實境技術的AR effect特效。Sony Xperia Z1預計9月底前全球陸續上市，年底前還將推出近百款與Xperia Z1相容的周邊產品。

【鄭敏玲／台中報導】東海大學迎接新生入學，今日特別舉辦社團博覽會以及APP尋寶活動，讓學生隨著這項新科技，提早感受大學校園的多元生活。校方表示，學校共提供150台IPAD讓學生們組隊探訪校園，認識近40個校園特色景點，並可於110個景點打卡，甚至查詢課表與公車到站時間,新生們在學長姐的帶領下暢遊校園,紛紛表示「好奇又興奮」。東海大學校長湯銘哲也特別送出三「千萬」給新生，勉勵學生「千萬要學習主動」、「千萬要不怕失敗」及「千萬心中要有愛」，鼓勵新生們開心自信地邁向人生中的新里程碑。

我想問對於電腦或程式比較了解的人

我在刷論壇帳號 但是論壇有紀錄IP 每24小時只能註冊一次

有沒有什麼辦法可以突破

還是必須得下載跳板IP之類的程式

如果能從電腦直接改比較方便

如果沒辦法得下載跳板的話麻煩給我網址

順便教學一下 免得摸索的頭暈 謝謝大大
