想請問律師方面的問題，律師爽約

家母前陣子才遇到的事，
她花錢(有收據)請了律師當天上法院律師跟你說不能來，隨便找個路人頂替，
事後對方也隨便敷衍之後就不接電話，
這樣子除了律師公會外還有甚麼可以申訴的管道呢?
