請問手機可以不續約繼續使用嗎？

我是遠傳電信的，因為１１月合約就要到了，但目前我的手機還沒有任何問題，所以也不打算換，那我想請問，手機在沒合約的情況下可以繼續使用嗎？資費維持不變嗎？那我不續約可以降低資費嗎？因為本人手機用量並不大，還有一個問題，如果之後手機想換了，可以用續約方式再買一支新手機嗎？還是這樣就要算新申辦？謝謝各位。
