臺南市議會副議長郭信良涉嫌貪污以及詐欺取財，遭台南地檢署提起公訴。郭信良則表示，檢方將他提起公訴，可能是受到國民黨在立法院凍結台南地檢署預算，在壓力之下所做出的行為。他坦然面對，已將所有資料與證據委請律師向法官說清楚、講明白，還給他清白。

台南地檢署表示，郭信良和郭姓助理，向官田鋼鐵陳姓榮譽董事長、汪姓董事長告知，將協助疏通市府環保局，及處理市議員、自救會成員間的問題，讓官田鋼鐵環評案通過。陳、汪2人則同意支付台幣 1200萬元，但官田鋼鐵在支付700萬元後，環評案還是未過關。郭信良及其郭姓助理共同涉有利用職務上之機會詐取財物罪嫌，依違反貪污治罪條例提起公訴。

另外，郭信良於96年11月間，向東昇營造呂姓負責人騙取台幣400萬元，亦經地檢署偵查終結，並依詐欺取財罪嫌提起公訴。
