歐盟週四 (29 日) 決定延長對俄羅斯的制裁行動，俄國主要銀行 VTB Bank 執行長 Andrey Kostin 表示，這樣的決定相當於對俄展開「經濟戰爭」。

歐盟外長會議週四獲得剛勝選的希臘左翼政府支持，通過延長自去年開始對俄採取的通行禁令及資產凍結制裁措施至今年 9 月。但會後聲明刪去會前聲明草稿中提及可能採取更嚴厲制裁的字句，留待下個月歐盟領袖高峰會時再行定奪。

Kostin 週四於莫斯科接受《CNBC》訪問時表示，制裁換句話說就是對俄羅斯的經濟宣戰，而經濟大戰一定會對俄經濟帶來負面影響；但更重要的，是會對外交對話及歐洲安全造成非常負面的衝擊，「而誰會想要住在較不安全的世界？」

Kostin 強調，制裁是對待俄羅斯的錯誤方式，這會導致歐洲更不穩定。另一方面，他呼籲俄國央行需要盡快降息，因為高利率水準持續太久將造成「許多問題」，尤其是俄羅斯已預期今年經濟會衰退。
