工業廠房轉型觀光工廠取消優稅

適用工業用地輕稅的工業廠房用地，一旦變更為觀光工廠，財政部表示，因土地已不再做工業廠房使用，工業用地優惠稅率資格必須取消，改按一般用地稅率課徵地價稅。

目前，一般用地基本稅率為1%，並採累進課徵，最高可達課稅地價的5.5%；工業用地則給予優惠的單一稅率1%。

基於營運需要，近來民間有不少工業用地轉型為觀光工廠，原適用的工業用地優惠稅率資格能否繼續保有，產生疑義。財政部指出，觀光工廠性質不在從事生產及製造，因此並不符合工業用地優惠稅率資格。

財政部指出，時代及產業結構的變遷，導致許多工廠為求突破營運瓶頸，轉型為保有生產製造又開放廠區觀光的「觀光工廠」。

雖然觀光工廠是利用原有廠房及附屬設施，轉型美化改作觀光等「服務」功能，，已非供「生產製造或加工」使用，財政部因此認為，不得再按工業用地特別稅率課徵地價稅。
