【黎百代／桃園報導】桃園縣政府文化局今晚決定，因天候狀況不佳，未來三天黃色小鴨將不充氣，最快須等到本周六（9日）視天候而定，文化局表示，原創者霍夫曼已表達體諒。

今天約有2萬人前往欣賞代班小鴨未充氣的「鴨皮」，文化局晚間發出聲明，指依據氣象局資料顯示，這波東北季風威力將持續到週末，因此明起三天不會充氣，若9日天氣許可、風力稍減達理想充氣環境，才會進行充氣。
 
由於桃園小鴨只預計展出到10日，本週末是否能看到小鴨重游陂塘的「最後身影」，仍在未定之天。文化局表示，霍夫曼了解新屋鄉東北季風強勁的狀況後，基於安全前提建議不要勉強展示；同時也對縣府團隊近日的努力，表示佩服與認同，希望民眾能體諒主辦單位的決議。

面臨區域內各大國際機場的競爭，新加坡樟宜機場擴大規模，第4航廈今天舉行重建動土儀式，預計2017年啟用。

曾經是廉價航空航廈的第4航廈，今天重建動土，由新加坡交通部長呂德耀主持儀式。

呂德耀指出，根據國際機場協會（ACI）統計，東南亞區域的航空旅客人次將從2011年的16億，增加到2031年的50億。

區域情勢看好，但樟宜機場也面臨強大競爭壓力，呂德耀說，新加坡面臨周邊國家機場如馬來西亞吉隆坡國際機場、香港國際機場和南韓仁川機場的競爭，甚至印尼也有計畫擴大雅加達國際機場規模。根據統計，樟宜機場的旅客進出人次，有30%是轉機客。

第4航廈占地約19萬5000平方公尺，預計2017年完工，啟用後可容納1600萬人次旅客吞吐量，廉價航空與傳統航空皆可在此停靠。

第4航廈另一特點在於大量啟用自助式的設施，包括報到、行李托運、移民局檢驗和離境，都可以利用自動化設施完成，減少旅客排隊的時間。

此外，由於土地和空間限制，第4航廈的出境和離境檢驗，以及行李掃描處都集中在同一區塊，可以減少所需人力。

擴大第1航廈規模的寶石計畫，也預計在2017年完工，加上第4航廈，樟宜機場集團估計旅客吞吐量可增加到8500萬人次。根據統計，樟宜機場2012年的旅客吞吐量為5120萬人次。
