（中央社台北26日電）亞洲開發銀行（Asian Development Bank）說，由於新興東亞經濟體未能利用全球貨幣當局提供的充沛現金供給建設道路和港口，將冒經濟成長減緩的風險。

亞銀今天在報告中說，由於最近地區金融市場動盪，而且美國聯邦準備理事會（Fed）未來開始實施緊縮政策後借貸成本可能進一步提高，在亞洲金融市場尋求基礎建設所需資金已變得更困難。報告說，成長氣勢下挫可能加速資本外流，且為了保護本國貨幣而提高利率的行動將進一步阻止經濟擴張。

亞銀估計，到2020年為止，這個地區需要投資8兆美元在運輸、通訊和能源架構上，以支持經濟成長。它說，發展更有深度和流動性更佳的債券市場可以協助新興經濟體吸引如養老基金等投資者將資金投入這些基建計畫中，而政府的保證也可協助提升基礎建設債券的評等。

亞銀經濟整合辦公室主任阿濟斯（Iwan Azis）在馬尼拉接受電話訪問時說：「當你有一方擁有借貸成本低廉的資金，你卻不去注意最後一定會需要的基本建設。」他說，建立「強大的基礎建設」將有助於一旦全球經濟刺激措施減少時保護本地區的成長遠景。

根據亞銀今天的報告，在這些新興東亞經濟體中，2011年，泰國和菲律賓的基礎建設經費分別只占國內生產毛額（GDP）的1.5%和1.6%。馬來西亞、新加坡和南韓都是大約2.3%，香港的基建投資卻占4.7%。

亞銀今年7月將2013年包括印度在內的開發中亞洲經濟體經濟成長率從今年4月預測的6.6%下修為6.3%。

【大紀元2013年09月25日訊】（大紀元記者黃清綜合報導）中共國家主席習近平和國務院總理李克強，在薄案一審的敏感時期，均突襲薄熙來的「老巢」大連，引發外界關注。分析稱，此舉很大程度是為薄熙來上訴而帶來的薄案二季熱身。

在薄案宣判前夕，中共國務院總理李克強將參加第七屆夏季達沃斯論壇（9月11日至13日）舉行，李克強卻提前（9月9日）赴大連考察，之前的8月28日——薄案審理後第二天中共國家主席習近平也曾親赴大連視察。

14年前（1999年），薄熙來任大連市長，並在時任中共黨魁江澤民視察大連後調任遼寧省省長，濟南法庭對薄的大部份貪污受賄指控發生的事實都發生在薄在大連任職時期。《澳洲日報》9月10日報導稱：習李相繼考察大連，引起外界關注和猜測。

薄案宣判前 習近平突臨大連 視察瀋陽戰區示軍權

薄案庭審結束的第二天，習近平即趕到薄熙來的老巢遼寧，視察瀋陽戰區部隊，並首次登上遼寧艦，宣示軍權。

中共喉舌央視8月30日晚在新聞聯播節目中播出了8月28日習近平視察「遼寧艦」的畫面，這是薄熙來案庭審結束後，習近平首次前往薄熙來曾經擔任過市長的大連。

8月29日下午，習近平又前往瀋陽軍區機關視察，並再次強調黨指揮槍的重要性。他說，新時期強軍理念的重點就是「要確保部隊絕對忠誠、絕對可靠，任何時候任何情況下都堅決聽從指揮。」

據濟南中院薄熙來案庭審記錄表明，薄熙來所有受賄指控皆來自其在大連任職，或任遼寧省長期間。

習視察期間訓斥遼寧政府某些官員

中共總書記習近平8月28日至31日在遼寧考察並出席中共第十二屆運動會開幕式。前香港《文匯報》駐大連記者姜維平9月11日在自由亞洲電台發表文章：認為此舉與薄熙來案件有關。

新華社當時報導，考察期間，習近平聽取了遼寧省委和省政府的工作匯報。9月20日，海外博訊網引述一位接近遼寧省政府高層的法律界人士報導稱，習近平在遼寧省委書記王珉主持的匯報會上，對遼寧省委省政府主要領導及多數班子成員非常不滿，習在講話中談到，最近幾年遼寧的工作上不去，主要是領導幹部不講誠信不懂規矩不守紀律，有的人忙於走上層路線，對上級吹吹拍拍，說假話套話空話，匯假報，編假數據，造假政績，一邊忽悠中央，一邊忽悠百姓。習近平說的是誰，大家心裏都有數。

薄案宣判前，姜維平還披露：薄熙來的死黨，遼寧省政協主席夏德仁卻有點不妙，雖然他還在位，開會時也座有名牌，但電視中只照了一下他的背影，則說明其已經邊緣化了，從庭審情況看，由唐肖林行賄一事，牽出了他，不知道以後會不會「雙規」他，但薄熙來卻已經為了自保把他賣了。

江澤民外甥夏德仁在薄宣判中被拋出

被姜維平言中，9月22日在中共當局拋出的對薄熙來的判決書中，多次點名江澤民的外甥、遼寧省政協主席夏德仁，這在此前的一審中並沒有提及，此次示警意味頗濃，中南海留有後手。而據判決書顯示，夏德仁或牽扯薄熙來的貪污受賄。

其中節選一段濟南中院判決書說：2002年上半年，實德集團籌劃與台灣台塑集團合作建設大型石化項目，徐明請求時任遼寧省省長的被告人薄熙來予以支持。同月25日，薄熙來在大連考察時，要求大連市委 市政府對實德石化項目高度重視。同月30日晚，薄熙來主持召開專題會議，要求相關部門大力支持實德石化項目，並指定副省長夏德仁、省政府副秘書長王金笛負責協調統籌。12月7日，薄熙來批示同意成立實德石化協調領導小組，由夏德仁擔任組長。

【黃揚明／台北報導】陸委會主委王郁琦今年將參加我國APEC代表團，擔任顧問團成員，政壇揣測與推動馬習會有關。王郁琦今天上午受訪表示，他此行是擔任前副總統蕭萬長在兩岸議題方面的諮詢、幕僚工作，「基本上與馬習會沒有關係。」

王郁琦強調，因為過去幾次APEC會議中，兩岸領袖代表見面時，中國國台辦主任都隨行，所以這次由他陸委會主委隨行，「也是一件很自然的事情。」不過他也表示，「蕭習會」目前還沒確定，照往例是會舉行，但這次是否循例辦理，還要跟中國方面溝通。

至於在「蕭習會」中，是否與習近平會面？或與張志軍單獨會面？王郁琦說，現在都沒有確定，但「這個問題很簡單，一定要在對等、尊嚴的情況之下，兩岸事務的主管才會有見面的可能。」

外界揣測王郁琦此行與兩岸政治談判有關，王郁琦解釋：「這次我去APEC和政治談判一點關係也沒有。」即使他有機會和張志軍見面，談的也會是兩岸政策的事務性問題，包括台商權益保障、兩岸互設辦事機構、自由貿易等問題，「在現階段來講，政治談判並不是當務之急。」
