一直以來，市場對家電下鄉、以舊換新、節能補貼等政策都存有爭議，雖然對消費者來說，可以用更加低廉的價格買到稱心如意的家電產品，但對家電行業來說，這樣的政策對廠商未必是好事。

每日經濟新聞報導，根據大陸審計署發布的公告顯示，在官方推行的節能補貼政策上，家電企業騙取節能補貼的現象較為嚴重。

有分析人士認為，在上一輪節能補貼政策收尾時，一些業界企業明確表示希望以後不要再推出新政策。多數大企業高階主管也認為，家電行業是競爭比較充分的行業，政策不應介入過多。

一位家電業分析師指出，之前的刺激性政策主要是對消費者利多，卻導致大陸家電行業這幾年銷售規模出現反常高增長，巨大的市場需求使企業的產能快速跟進，而政策又有時間限制，在今年節能補貼結束後，家電市場銷售量出現暴跌，企業到頭來還要為之前的擴產埋單。

不過一位家電上市公司主管認為，新的補貼政策照顧了大企業的想法，由於門檻的存在，保證了大企業的利益；在領跑者政策推出後，業界的產能將進一步向大企業集中，這為行業未來的整合創造有利條件。

業界認為，格力電器、美的集團、青島海爾、四川長虹、TCL集團、海信電器、萬家樂、萬和電器等家電龍頭上市公司將最為受益，節能領跑者的產品將在這幾家公司的產品中誕生。

也有分析師表示，市場對領跑者計畫存在一定誤解，認為該政策又是上一次節能補貼政策的延續。但事實並非如此，領跑者制度無論是出發點還是著力點和以往幾個刺激性政策完全不同。
