有一種威力極為強大的拳法叫做七傷拳。內力薄弱的人使用之，傷敵之前先傷己；內力深厚的人使用之，反而能強身健體增強內力。權力就像是七傷拳，智者得之行雲流水，愚人得之只會毀滅他人與自己。在台灣的政治體制下，擁有最大權力者莫過馬英九。身為總統與執政黨黨主席，馬英九不僅能任意替換行政院長，更能透過更換不分區立委以踢除立法院長，同時又擁有提名監察院長的權力，可謂大權獨攬。

台灣的民主機制其實是以政黨政治為基礎，最明顯的例子就是不分區立委的設計：政黨各自提出一份不分區立委名單，人民得投票給政黨，再由政黨得票數決定各政黨能得到多少不分區立委席次。雖然不分區立委是民眾一票一票選出來的民意代表，但目前的體制賦予政黨收回不分區立委席次權力──當然，這樣的設計某種程度上違反了憲法精神，政黨權力不應該凌駕於直接民主之上。

就兩人在政府的定位而言，馬英九是總統、王金平是立法院長，總統所有的施政都必須通過立院審理；在最為極端的情況下，總統具有解散國會的權力、立法院有彈劾總統的權力，兩人互為箝制。但兩人在國民黨內的地位而言，馬英九是黨主席、王金平只是黨員，黨主席對黨員具有權力。這兩件事情原本不能扯在一起，之所以能讓馬英九逮到見縫插針的機會，就是因為不分區立委的設定。

我相信馬英九與其快樂童子軍們的想法是：弄出一個不需要經過司法審判案件，只要透過黨內程序剝奪掉王金平黨員資格，他就自然失去立委以及立院龍頭寶座。當然，這也將帶來強大的殺雞儆猴效果，能成功嚇阻國民黨黨籍的立委順從其意。馬英九在這次短兵相接中唯一想對的事情就是「快」，要快到讓王金平連反擊的餘地都沒有，等接任者取而代之後，即使王金平恢復立委身分也回不了龍頭寶座。然而，其他的事情全都錯了。

第一、馬英九的支持率為15%~20%上下，王金平的支持率則在40%以上。就目前的民氣而言，千夫所指的馬英九想對民意支持度不低的王金平出手，本來就很可能引發強大反對聲浪，但馬英九卻以為只要打著「道德正義」的大旗就能輕易逆轉。從馬英九三天四場記者會以及羅智強閃電辭職最能看得出來，他在執行這個策略之前把問題想得太過簡單，以為這是一場讓民意逆轉的大秀，沒想到卻反傷了自己原本就薄弱的民意基礎，支持度掉到11%。

第二、馬英九在黨內的號召力並不強，但王金平卻深受政治人物歡迎，所謂「沒有朋友的總統V.S.沒有敵人的院長」。尤其馬英九這次是以總統身分公開痛斥立法院長王金平，不僅讓在野黨的立委們有理由公開表態支持王金平，同時也讓國民黨籍的立委不敢輕易隨馬批王。假設王金平人緣不夠好、得不到立委支持，在這次政爭中的確可能順勢垮台。

第三、馬英九的策略本質就有矛盾。如果馬英九把問題壓在「國民黨主席對關說的黨員」的黨內層次，那麼這次事件就很容易小事化無；反之，如果馬英九把問題拉高到「總統對關說的立法院長」的政府層次，那麼又很容易被批違憲。不論如何，馬英九的操作顯然非常失敗。從馬英九幾場記者會的表現看來，這擬稿人的思考邏輯大概還停留在高中辯論賽的水準，只會抓著「公平正義」這點猛打，卻對其他層次的反擊毫無招架之力，反而讓情勢轉而對自己不利。
