【聯合晚報╱記者游智文/台北報導】 立法院17日開議，受馬王政爭影響，影響層面逐漸擴大。財政部表示，奢侈稅修法不會列 為優先法案，本會期能否通過也不確定。對此，房地產業界有人認為是利多，但也有人認 為懸而未決，反而會加重市場觀望氣氛，讓即將登場的928檔期更不樂觀。 永慶房屋總經理葉凌棋表示，奢侈稅修法是目前房市沉悶的最大因素，除了不少投資人擔 心買房之後，立刻被加綁一年，閉鎖期從兩年延長到三年，不敢出手外，許多民眾期待奢 侈稅修法加重，讓房價回跌，也紛紛暫停購屋計劃。 但現在政局混亂，即使財政部沒說「奢侈稅修法不列為優先法案」，一般民眾也會認為短 期之內奢侈稅修法通過的機率微乎其微。在此情況下，民眾、投資人會轉而擔心房價持續 上漲問題，進而採取較積極態度，Q4房市可望升溫。 代銷公會全聯會理事長黃炯榮也認為，奢侈稅即使在本會期通過修法，最快也會到明年才 實施，而現在政府無暇顧及，宣示不列入優先法案，未來維持原來兩年閉鎖期的可能性增 高，對市場信心有相當助益，這也是928檔爆量的主因。 不過住展雜誌研發長倪子仁、信義房屋企研室經理蘇啟榮都認為，房地產政策在討論階段 ，對市場影響最大，真正落實上路，反而很快就能利空出盡。一般認為，奢侈稅修法目前 最大可能方向就是延長為3年，稅率則是5~7%；由於民眾已有經驗，修法通過，衝擊應該 不會像兩年前那般重，但如果一再拖延，觀望氣氛將持續不散。 倪子仁表示，實際上，奢侈稅今年6月滿2年展開檢討後，房市買氣一路下滑，8月住展預 售風向球分數已跌至今年以來最低分，連續三月燈號均為代表「衰退」的黃藍燈。政策遲 不明朗，市場也將持續烏雲不散。 http://udn.com/NEWS/NATIONAL/NAT4/8164955.shtml#ixzz2eyiTHQZG 3.心得或感想: 看起來可以做空了 -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 36.227.75.144

台大醫院創傷醫學部主治醫師林子忻15日在醫勞盟發表「醫療糾紛的倫理與經濟學分析」演講表示，台灣醫療糾紛處理現況讓醫師受到很大干擾，約有三到四成的醫師曾遭受醫糾案件調查，且單一民事案件的提告賠償金額常是天價。不過，醫糾案件的起訴率僅有6%，定罪率約2.5%到1成，但真正的賠償率為2%。
