這版我等了好久 因為終於有下拉10鍵了 其他還有桌面時虛擬鍵跟工具列變透明、虛擬鍵變黑、WiFi增強、觸控靈敏、相機變好等等 以上都是聽來的 還沒實際感覺出來 不過小弟現在卻有個問題 就是在桌面的時候工具列透明 虛擬鍵卻沒有- - 不知道是不是我有用ogq壁紙應用設定桌布的關係 不知道有透明虛擬鍵的大大可不可以幫我用那個app試試看~ -- Sent from my Android -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 114.47.225.192

法明年預算刪減規模史無前例

【連欣儀／綜合外電報導】財政赤字居高不下之際，法國政府宣布明年預算刪減規模將高達150億歐元（約200億美元），刪減規模「史無前例」，並表示法國今年財政赤字佔GDP（Gross Domestic Product，國內生產毛額）比為4.1%，高出歐盟要求的赤字目標3.9%。
 
法國財政部長莫斯柯維奇（Pierre Moscovici）表示，明年經濟成長預估值從先前估的1.2%下修至0.9%，但仍維持今年經濟成長預測0.1%不變。

一、前言

　世界經濟論壇（WEF）日前公佈了2013年「全球競爭力排名報告」，在148個受評比的國家中，台灣排名第12名，較去年進步1名。在亞洲國家中，台灣位居第四，僅落後新加坡（第2）、香港（第7）以及日本（第9），但領先韓國（第25）以及中國大陸（第29）。若以近五年的表現來看，台灣的競爭力排名十分穩定，未來如何進一步的提升競爭力排名，值得討論。

二、WEF競爭力排名分析

　（一）台灣近五年競爭力排名穩定

　2008年受到全球性金融海嘯的影響，以出口導向為主的台灣，受到的衝擊相當嚴重，當年度台灣的全球競爭力排名滑落至第17名。隔年（2009）金融海嘯方興未艾，全球經濟成長率大幅滑落，台灣的排名依然上升至第12名，顯示WEF十份看好台灣經濟復甦的潛力。之後，雖然全球經濟復甦力道遲緩，加上歐洲國家爆發債務危機，但我國競爭力排名依舊十分穩定. 都維持在12及13名，且綜合評比分數持續增長，從2009年的5.20分上升至今年的5.29。WEF即盛讚台灣「過去5年表現十分穩定，且持續強勁」。

（二）台灣「創新」競爭力強勁

　WEF的「全球競爭力指標」是由3大類指標組成，包括「基本需要」、「效率增強」以及「創新及成熟因素」等三項，以下又再分成12個中項，以及114個細項指標。台灣在3大指標中以「創新及成熟因素」的表現最好，位居全球的第9位。「創新及成熟因素」大項又可分為「企業成熟度」及「創新」等2項中項，我國在「創新」中項方面排名第8，在亞洲國家僅落後日本（第5），還領先韓國（17）、香港（23）、新加坡（9），以及中國大陸（32），是台灣表現較好的項目之一。事實上，台灣是全球高科技產業發展的重鎮，企業相當重視創新研發的能力，政府也給予相當大的支持，因此「創新」排名領先並不意外。但近來台灣的高科技產業受到許多的競爭者的威脅，未來如要維持創新的競爭力，勢必要投入更多的資金與人力。

（三）「總體經濟穩定度」有改善空間

　在「基本需要」的分類指標中，台灣今年排名第16名，較去年進步1名。在四項中項指標中，「體制」、「基礎建設」及「健康與初等教育」皆較去年持平或進步，只有「總體經濟的穩定」排名32名，較去年下滑4名。主要原因是，2012年受到歐債危機影響，我國經濟未明顯復甦，各項總體經濟指標改善遲緩有關。另外，財政赤字（第91，進9名）與債務（第69，進6名）雖然有進步，但改善速度不及其他國家，以致此中項排名受到影響。

　三、結論與建議

　（一）分散出口，提升台灣總體經濟穩定度

　台灣是以出口導向為主的小型經濟體，極易受到全球景氣波動的影響。過去台灣主要以歐美國家為主要出口市場，但隨著歐美國家的經濟成長力道愈趨緩慢，台灣的出口也受到衝擊；反觀新興國家則展現出驚人的發展潛力，根據IMF的統計，2013年包含美國、歐元區以及日本等先進國家之經濟成長率為1.2%，但新興國家則為5.0%，明年更會成長至5.4%。因此，台灣如要提高經濟的穩定度，對外出口策略也要隨之調整。未來，政府應積極協助產業全球布局，一方面鞏固已開發國家市占率，一方面則要爭取新興國家市場商機如：東協國家、中東、南美以及非洲等，以維持台灣出口產業的動能。

（二）引進民間資金，緩解政府債務問題

　台灣在「政府債務」及「財政赤字」等兩項細項指標，進步幅度並不顯著。事實上，目前我國債務已達GDP的36.9%，接近法定上限，未來舉債空間有限。因此，未來如何充分利用民間資金，以減輕政府財政負擔，即成為重要課題。目前壽險業可運用資金達12兆元，依規定最高10%可投入公共建設，但卻受到法令嚴格限制，導致實際投入資金不到200億元，比率極低。若政府能放寬政策，充分引導壽險業資金投入公共建設或社會福利事業，將能有效解決政府財政負擔。

（三）基礎建設進步，軟實力待提升

　在基礎建設的中項指標中，今年排名第14名，較去年進步3名，且是近年來排名最好的名次，顯見我國在公路建設，還是在航空運輸設施的品質改善上獲得肯定。然而，近來各種國家競爭力的評比，除了考量各國硬體設施的完備外，相關的環境、生活品質、科技與知識等「軟性元素」越來越獲得重視。因此政府未來除了加速各式硬體環境的建置外，對於生活品質及環境也要加以改善，因為只有軟硬體環境兼備，才是好的投資環境，才能創造更高度的競爭力，並吸引世界一流的企業與人才來台投資。

【賴德剛／新北報導】義大犀今晚靠著老將「阿讓」鄭兆行，在延長賽第11局敲出再見安打，以3比2氣走兄弟象隊，拿下前總教練徐生明告別式後首勝，代總教練黃煚隆說：「賽前有跟大家說，我們已經風光送走徐總了，該回到球員的本分，拿出應有態度。」

長榮班機香港機翼撞車 無人傷

一架由香港飛往台北的長榮航空客機，在香港機場停機坪上，機翼與運送行李的車相撞，初步消息稱沒有人受傷。

事發於下午二時許，長榮編號BR868的客機在香港機場停機坪出事，當時機上載有約一百五十人。

香港機場管理局表示，意外原因仍然調查中，航空公司已安排乘客轉機。
