馬英九：地方淹水與預算無關

康芮颱風造成南部縣市淹水釀災。國民黨主席馬英九今天在在中常會上說，這次淹水問題在於有些縣市該開設災害應變中心未開設，錯過判斷時間，導致應變不及。馬英九說：「這些中央都有往來書面證據，非常清楚」、「這跟預算無關」；地方政府警覺性不夠，有必要加強。
