建築師借牌標案 借牌者自首認罪

台灣建築師借牌文化頻傳，高雄市一名陳姓建築師從民國97年起把自己的建築師、開業、建築師公會會員等證書借給過去合作的監工游姓男子，讓游標政府標案，事後陳再收取投標總價40%佣金。截至民國98年8月，得標屏東縣內11件政府採購標案。去年游向法務部調查局南部機動工作組自首，屏地檢今天依政府採購法起訴兩人。

民國97年起，陳把所有採購案需要的資料，建築師、開業、建築公會證書及投標廠商印模單、切結書等借給游採購政府標案，1年多來共標到屏東縣內文物館、學校通學步道、水資源教育宣導館、社區活動中心、國小球場、操場等11件標案。標案從設計、規劃、監造全由游與他其他3位員工一手包辦，標案所得全匯入陳姓建築師事務所銀行帳戶，陳扣除0%佣金後再把錢轉匯給游。
