右手3指截斷　免役卻申請無殘障手冊

台中一名25歲男子，在食品工廠上班時右手不慎被攪伴機器截斷3根手指，讓他不能做粗活，也無法處理電腦文書工作，儘管已經拿到不用當兵的免役通知，卻無法申請到殘障手冊，原來他的食指斷了一節半，但政府申請殘障規定必須要食指斷2節或拇指全斷，這位洪先生資格不符。

25歲的賴先生，騎個摩托車，右手煞車對他來說難上加難。賴先生：「要用小拇指去煞車，沒有辦法很靈敏的去按煞車。」

2年前，賴先生在食品工廠上班，右手的食指、中指、無名指3根手指不慎被攪拌機器截斷，從此以後，地上撿個小東西、搬個重物都沒有辦法使力，連電腦滑鼠都沒辦法操作。賴先生：「因為正常我們是以這個食指指尖來點這個滑鼠。」

粗活沒辦法做，文書工作也不能，才25歲的賴先生，人生被宣判死刑，讓他不能理解的是，已經拿到不用當兵的免役通知，卻無法申請殘障手冊。賴先生：「食指的部份它只有斷一節半，它剩下一節半，所以沒有斷到剩下一節，所以他說沒有辦法申請殘障手冊。」

右手食指斷了1節半、中指斷了2節、無名指斷了1節半，賴先生跑了大小醫院，但政府申請殘障規定必須要食指斷2節或拇指全斷，因此沒有醫院願意開出醫生證明，賴先生投訴無門，他只求誰能幫幫他。
