我國以特邀貴賓身分 參加ICAO大會

外交部今天表示，我國將以國際民航組織 (ICAO)理事主席特邀貴賓的身分，由交通部民航局率團出席9月24日的大會，這也是我國退出聯合國之後，首度參與被邀請出席。

ICAO以正式職銜，直接致函我國交通部民航局局長沈啟，未來將比照世界衛生大會 (WHA) ，以「Chinese Taipei」的名義出席。

過去一直希望以觀察員身分參加ICAO大會，外交部次長史亞平表示，特邀貴賓和觀察員除了名稱不同，參與大會的權利幾乎一樣，我國也是史上唯一一個以特邀貴賓的身分參加。

史亞平說，希望能以彈性、實質的態度參與ICAO，最重要是參與期間，能直接獲得跟國際民航發展、飛航安全等重要資訊，與會期間也可以聽各方對相關議題的討論、亦有機會跟各國民航界進行交流互動。
