自製電腦佈景主題和StyleBuilder和XP

我想自製電腦佈景主題
在知識加上查到好像有個軟體叫做StyleBuilder
請問是免費軟體嗎(我是指合法的情況下)
我在網路上有看到好幾個載點
每個標示的授權方式都不同
如果可以合法免費使用
請問哪裡有繁體中文或是英文的載點
(因為常常安裝簡體中文的東西都顯示亂碼)

那如果StyleBuilder在網路上下載會有版權問題
請問還有哪些合法免費的工具可以用來自製主題呢

另外看到很多人說要自製佈景主題都會提到XP
請問XP是什麼
如何知道自己電腦是不是XP
那會影響到主題的製作嗎
