行政院有幾個二級行政機關？

在1949年（民國38年）政府遷台至今的《行政院組織法》中，明文設置的中央行政機關僅有8部2會，但隨著社會的發展，早已不足以應付政府運作的需求，故自1970年代起，行政院以其附屬之委員會、局、署的形式來擴增中央部門，但這些機關的設置法源不但未與中央行政機關的母法——《行政院組織法》相對應，而過多的組織機關反而不利於政務的推行，例如行政院屬下具有部會地位的委員會，便高達21個之多。

有鑑於此，自1990年代起，行政院就著手規劃進行組織改造計畫。經過22年的討論與規劃，立法院先於2010年（民國99年）1月12日通過「政府組織再造四法」，中央行政機關的組織調整計畫（法定名稱為「行政院功能業務與組織調整」）則自2012年（民國101年）1月1日起實施，預計最終調整為14部、8會、3獨立機關、2總處、2附屬機構，總計29個機關。
