立法院即將開議，金管會正積極修正銀行法74條，協助銀行打亞洲盃（區域型銀行），以及加強金融消費者保護的金融消保法修正，預計10月送行政院。

立法院12日即將開議，金融監督管理委員會表示，將有5項法案列入優先法案，包含行政院已經通過的電子支付機構管理條例（第三方支付專法）、保險法修正、國際金融業務納入國際保險（OIU）以及銀行法修正、金融消費者保護法修正。

為了防止問題保險公司出現，金管會擬修正保險法，未來保險公司只要資本適足率(RBC)嚴重不足，未能限期改善，就會被接管、停業或解散，預計民國105年上路。

OIU的部分，金管會表示，可以申設OIU的保險公司主要是財務穩健的保險公司；業務範圍包含可以辦理外幣收付的保險業務、再保業務、主管機關核准的保險相關業務。

至於OIU未來可以銷售的商品，金管會表示，擬朝免審方向規劃，預計 9月中送行政院。

另外，外界關心，協助銀行打亞洲盃，也就是建議修正銀行法74條規定，即銀行向主管機關申請投資金融相關事業，不可以超過實收資本額40%，改以淨值計算。

金管會官員表示，是否要改為淨值計算，還要與業者討論，等修正後恐要到10月，因此預計10月報行政院，連同加強金融消費者保護，擬提高違規業者的罰鍰，一起送行政院。(中央社)
