【更新】驚！海研5十幾億　船長疑是派遣工

我國最大、最新進、造價14.6億元打造的科學研究船「海研5號」昨發生船難沉沒。有1名自稱海研3號前輪機長兒子的網友「cyberfreesia（天翔　路行）」在PTT八卦板爆料，指海研5號「問題很大」，船體維修時「想要修理得更好卻又常常被行政程序卡住」。他還指，海研5號的船長和機組人員是外包的，3個月輪一次，這次出船正好是換班後第1次的開船。
 
科技部長張善政上午證實，海研5號的船長和船員是經由公開招標的勞務委外案，由裕品實業公司得標；但張善政強調，該船長黃余發2003年起曾在長榮擔任貨輪船長，並非沒有經驗的新船長。長榮海運查過員工資料後，沒發現有此人，除非他改名。國研院下午改口，黃確實沒在長榮服務過，而是2003年起曾在祥和船務等公司服務。（生活中心／台北報導）
